The Studies Program aims to advance the discussion of American foreign policy and international affairs through its writing, publications, public outreach, and discussions. Foreign Affairs , the preeminent magazine on global issues, and provides up-to-date information about the world and U.S. foreign policy on its award-winning website, CFR.org.

Maintain professional expertise by remaining knowledgeable of current developments in the broad area of foreign affairs and foreign policy, using judgment to identify items which require action by the USD(P), advising the USD(P) of the emergence of matters requiring attention by him/her or the Secretary of Defense, and defining and initiating follow-up actions where necessary.

In addition, the office engages in foreign policy related to development and humanitarian affairs; to bring development expertise into wider national security and foreign policy deliberations, and to translate higher-level U.S. policy priorities into recommendations and action for U.S. foreign assistance programs and other development efforts worldwide.

European/East European affairs, congressional affairs, fragile states, political transitions, conflict prevention, political risk assessment, political economic analysis, state building, or foreign assistance financial or program management preferred.

Experience in the collection, analysis and dissemination of foreign affairs and terrorism-related information. Provide training on the Diplomatic Security Identity Assurance System (DSIAS) to students attending the Basic RSO, RSO In Service, Assistant Regional Security Officer-Investigations, Foreign Service National Investigator, and Foreign Service National Investigator In Service training classes at the Diplomatic Security Training Center.

A master's degree in foreign affairs, international relations, or a related area is desirable. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions, Foreign Affairs Series 0130.

PLR leads policy planning to advance USAID’s global development and humanitarian mission and in support of broader U.S. national security and foreign policy objectives. Economics, Political Science, Public Policy, International Development, International Affairs, International Public Health) with five years of work experience or Bachelor’s degree with ten years of experience.

PREFERRED QUALIFICATION A Master’s degree in a relevant field (such as public administration/policy, international affairs, international development, criminal justice, or similar social sciences degrees) or juris doctor (J.D.) degree in law from an accredited institution.

Knowledge and general understanding of USAF roles and missions, security cooperation, international affairs, security assistance, foreign military sales to include the process, legislation, and players; pseudo-FMS legislation; SAF/IA's role in U.S. Government and International security cooperation community.

Preferred areas of study are international studies, political science, national security, foreign policy, humanitarian assistance, foreign assistance, or counterterrorism. State Department policy experience preferred but policy for another federal agency in areas of foreign policy, humanitarian assistance, foreign assistance, or counterterrorism could qualify.

Assisting the Director in all aspects of managing the dynamic, fast-paced and high-profile work of the office, including working closely with staff and management across OIS; Treasury's Office of International Affairs, Office of the General Counsel, Office of Legislative Affairs, and Office of Public Affairs; other Treasury program offices; other departments and agencies; and the National Security Council.

The contractor must be able to learn and retain the policies and viewpoints of the assigned office as they relate to current foreign policy situations and Bureau program activities. Able to brief and work effectively with high-ranking officials of the State Department, other government agencies, and foreign governments.

Lead, initiate, cultivate, and maintain productive working relationships with internal and external partners, including legislative affairs and security professionals, as well as interagency policymakers in order to help SSD leadership advance special security directives, projects, and initiatives.
