Project Manager Business Analysis/Project Management Providence, Rhode Island ContractOur client in Providence, RI is seeking an experienced Project Manager to support their program management efforts remotely. This role involves overseeing project compliance, development, and coordination related to water infrastructure funding programs, including SRF and EC-SDC projects. The position requires collaboration with internal teams, external agencies, and stakeholders to ensure project success and adherence to federal and state requirements.Key Responsibilities Designs and manages project plans for SRF and EC-SDC programs, including tracking, development, and outreach activities.Reviews and approves project requisitions, ensuring compliance with federal and state regulations.Conducts eligibility determinations and compliance assessments for SRF and EC-SDC projects.Maintains detailed project plans and documentation for each program.Coordinates the DWSRF Project Priority List (PPL) solicitation and ranking processes.Facilitates internal communication with engineers and staff to support project execution.Engages with external stakeholders, including state agencies, public water systems, and community groups, to support program objectives.Supports staff development through mentoring and process improvement initiatives, including the development of guidance, SOPs, checklists, and project application materials.Required Qualifications Master's Degree in Public Administration, Business Administration, Social Sciences, or a closely related field.Experience in program development within human services or related fields, including standards, policies, and administrative controls.Knowledge of federal, state, and community resources, legislation, and their interrelationships.Ability to act as a liaison between department leadership, local governments, and community organizations.Proven ability to evaluate programs and develop plans for their improvement or expansion.Strong interpersonal skills to establish and maintain effective working relationships with officials, agencies, and community stakeholders.Preferred Qualifications Experience with water infrastructure funding programs or similar public sector projects.Familiarity with project management tools and methodologies.Prior experience in process improvement and development of operational guidance.Knowledge of legislative and regulatory frameworks relevant to public water systems.Delphi-US is a national IT Services firm based in Newport, Rhode Island.
