Adult Education Programs Director

Harford Community College (HCC) is seeking a strategic, collaborative, and student-centered Adult Education Programs Director to provide comprehensive leadership and oversight of our adult education programs. This position plays a critical role in ensuring high-quality instruction, operational excellence, fiscal accountability, and continuous improvement in support of student success and institutional goals.This is a full-time, exempt staff position reporting to the Associate Vice President for Workforce and Continuing Education.Key Responsibilities:Program Leadership & OperationsProvide leadership and oversight of adult education programs and servicesEvaluate program effectiveness and student learning outcomes through data collection, analysis, and reportingDevelop and maintain procedures for student intake, assessment, placement, and enrollment managementOversee program and course offerings, including scheduling, instructor assignments, and instructional logisticsReview and support curriculum development and instructional materialsCollaborate with marketing teams and community partners to promote programs and formalize instructional agreementsManage customer service and technology operations at the Pearson VUE Test CenterFinancial & Budget ManagementDevelop and manage program budgetsMonitor expenditures to ensure fiscal accountability and compliance with funding requirementsGrants & Contracts AdministrationResearch, write, and manage grant applicationsDevelop, administer, and monitor grant budgetsOversee contracts and subcontractsEnsure compliance with all regulatory and funding requirementsProvide oversight of grant-funded programs and activitiesPersonnel SupervisionSupervise approximately 30 full-time and part-time staff and instructorsOversee hiring, onboarding, performance evaluation, and professional developmentSupport staff growth and ensure access to resources needed for successEducationBachelor’s degreeExperienceMinimum of five (5) years of adult education and/or workforce development experienceAt least one (1) year of supervisory experience, including hiring, performance management, and staff developmentDemonstrated experience with grant administrationProven budget management experienceKnowledge, Skills & AbilitiesStrong instructional and program leadership skillsExperience with data collection, analysis, and assessmentAbility to work effectively with diverse and underserved populationsExcellent interpersonal, communication, and team management skillsFor best consideration, apply by 5/31/2026https://harford.peopleadmin.com/postings/5899
