To achieve this vision, we commit to our shared mission every day-exceeding expectations by providing high quality water services in a safe, environmentally friendly, and efficient manner.Role Description:The Senior Manager, Capital Delivery will oversee the planning, execution, and successful completion of complex capital projects related to water and wastewater systems. This role is responsible for managing large-scale projects involving pipelines, pump stations, wastewater treatment facilities, and other critical infrastructure elements. The Senior Manager will ensure that projects meet performance standards, adhere to KPIs, and align with DC Water's strategic objectives.Essential Duties & Responsibilities:For the purposes of this part, the term "practice of engineering" means the application of special knowledge of the mathematical, physical and engineering sciences and the methods of engineering analysis and design in the performance of services and creative work including consultation, investigation, expert technical testimony, evaluation, planning, design and design coordination of engineering works and systems, planning the use of land and water, performing engineering surveys and studies, and the review of construction for the purpose of monitoring compliance with drawings and specifications, in connection with any utilities, structures, buildings, machines, equipment, processes, work systems, projects, and industrial or consumer products, or equipment of a control systems, communications, mechanical, electrical, hydraulic, pneumatic, or thermal nature, that may involve safeguarding life, health, or property, and including such other professional services as may be necessary to the planning, progress, and completion of any engineering services.Project Management Duties and ResponsibilitiesResponsible for the planning, execution and successful completion of DC Water's multibillion dollar, 10-year, capital Improvement program, comprising wastewater, pump station, sanitary sewer, and water distribution projects. Projects will be executed primarily with collaborative delivery methods (Progressive Design Build and Construction Manager at Risk).Oversees the Owner's Advisors (OA), Contracting Officer Technical Representatives (COTR) and lifecycle Project Managers and matrixed staff assigned by Program Management to support collaborative delivery contracts.Coordinates and collaborates with internal DC Water stakeholders such as Operations groups, CIP Infrastructure Management, Finance and Procurement, in the planning, prioritization, budgeting and delivery of Capital Improvement Projects.Managers the coordination of projects with external stakeholders such as local and Federal agencies, and utilities.Provides liaison between team activities and upper management within DC Water, between capital delivery staff and DC Water entities, and between DC Water and outside entities.Oversee the preparation and distribution of regular and special reports used to track project performance.Responsible for monitoring project costs and schedule to ensure compliance with budget constraints and performance KPIs, mitigating issues that arise.Responsible for project execution performance using established Key Performance Indicators and implementing performance improvement initiatives based on KPI analysis and lessons learned.Monitors project execution risk and manage strategies to mitigate or eliminate risk.Contract Management Duties and ResponsibilitiesOversee the timely preparation and approval of contract modifications (e.g., Change Orders and Supplemental Agreements) in accordance with DC Water standards.Oversees preparation of consultant/contractor performance evaluations.Assists the Contracting Officer with Claims and Disputes Management.Oversee that contract deliverables achieve required quality and accuracy.Technical Management Duties and ResponsibilitiesOversee appropriate technical direction in the administration of contract(s), and that coordination with engineer of record (EOR) for all design changes to the plans and specifications occurs.Team LeadershipLead and mentor project delivery teams and other project team members in the successful delivery of the capital program.Responsible for fostering a collaborative and high-performance work environment.Facilitate training and development opportunities to enhance team skills and capabilitiesPerforms other related duties and projects assigned at the discretion of the Director.Supervisory Responsibilities: Provides daily planning and administration, through subordinates, in the selection, supervision, promotion, discipline, and training of personnel with the branch related to the branch's functional area.Key Working Relationships: The incumbent interacts with co-workers in the department and throughout DC Water, contractors, consultants, and other government and private agencies when needed.Skills & Qualifications:The qualifications listed below are representative of the knowledge, skill, and ability necessary for an individual to perform each essential responsibility satisfactorily. Reasonable amounts of training are provided.Required Skills & QualificationsRequired ExperienceMinimum 10 years of progressive experience in capital project delivery of water and wastewater facilities, to include five (5) years of experience in supervising professional staff in planning, design and construction and project management for construction of water and wastewater treatment facilities, pumping stations, and related facilities.Minimum Education Requirements:Bachelor's degree in civil / mechanical / structural / electrical engineering or other related engineering discipline from an ABET accredited curriculum or an ABET equivalent.Required Skills & Proficiency LevelsKnowledge of project delivery of major water, sewer, and wastewater treatment facilities.Knowledge of project management practices and methods.Knowledge of Progressive Design Build (PDB) and Construction Manager at Risk (CMAR) collaborative delivery methodsKnowledge of federal, local, and industry engineering codes and standards. Knowledge of project management software applications. The person in this position may be subject to noise and hazards from various physical conditions.
