Human Resources Specialist This position is located at the 161st ARW in Phoenix, Arizona. This comprehensive description covers five programs/specialties within the Air National Guard Military Personnel Flight. The primary purpose is to administer and accomplish functions of one or more of the following human resources programs: Career Enhancements, Customer Service, Employments, Relocations, and/or Readiness. Conditions of employment: ARIZONA AIR NATIONAL GUARD MEMBERSHIP IS REQUIRED. Prior to appointment into this position, selectee must be a current member of the Arizona Air National Guard, in a military position assigned to 161st ARW. This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard, required prior to the effective date of placement. Selectee will be required to wear the military uniform. Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment. Applicants who are not currently a member of the National Guard must be eligible for immediate membership and employment in the National Guard in the military grade listed in this announcement. Males born after 31 December 1959 must be registered for Selective Service. Federal employment suitability as determined by a background investigation. May be required to successfully complete a trial period. Participation in direct deposit is mandatory. Incumbent must possess and maintain a current state driver's license. Recruitment, Relocation, or Retention Incentive may be offered and is subject to availability of funds. Individual selected will receive an Indefinite Appointment and may be converted to permanent based on availability of funds or position no longer being encumbered. Qualifications: Military Grades: E-4/SrA - E-6/TSgt Compatible Military Assignments: Possess the AFSC of 3F051 or 3F071 SPECIALIZED EXPERIENCE: Must have at least 1-year specialized experience must be equivalent to at least the next lower grade. Specialized experience is experience that prepared the applicant to perform the duties of the position. Specialized experience factors encompass human resources program's business competencies, familiarity with the subject matter or processes used in human resources programs associated with DoD, U.S. Army, or U.S. Air Force. DUTIES (CONDENSE): Serves as advisor to commanders on assigned unit human resources (HR) programs. Interprets policy and provides procedural guidance to commanders, supervisors, and staff members. Career Enhancements: Plans, directs, controls and provides advisory services on all aspects of the Career Enhancement program for both Active Guard Reserve (AGR), unit drill status guardsmen, full time technicians and potential members. Customer Service: Plans, directs, and controls all aspects of the Customer Service Program. Employments: Plans, directs, and controls all aspects of the human resources employment program. Relocations: Plans, directs, and controls all aspects of the Relocation program for all members. Readiness: Develops wing readiness plans for the administration of contingencies and mobilizations. Education: You must provide transcripts or other documentation to support your Educational claims. To receive credit for Education, you must provide documentation of proof that you meet the Education requirements for this position. Additional information: If you are a male applicant who was born after 12/31/1959 and are required to register under the Military Selective Service Act, the Defense Authorization Act of 1986 requires that you be registered or you are not eligible for appointment in this agency.
