Project Controls – Cost (Cost Engineer)We are seeking a seasoned Project Controls professional who has managed comprehensive cost management services for large-scale utility and infrastructure projects throughout the entire EPC life cycle. This individual has overseen critical financial functions including budget development, rigorous change management, and contract administration—while ensuring the absolute integrity of cost forecasting and earned value reporting. By effectively integrating cost and schedule data, they have provided the strategic analysis and visualization necessary to maintain funding alignment and support regulatory compliance within a public agency or utility environment.Primary Functions / Duties: Provide cost management services including budgeting, forecasting, change management, and contract administration.Manage the project budget, invoicing, and cost forecasting for the entire EPC life cycle.Collaborate with estimating and procurement on project scope coordination, work package definition, and bid analysis.Develop and evaluate project control budgets with input from clients, vendors, and contractors.Validate contractor SOVs and certify progress, invoices, and payments.Ensure alignment of project forecasts with current funding, accounting records, and client billings.Actively manage the change control process by monitoring cost trends and validating pricing.Produce detailed cost reports covering budgets, commitments, spending, and anticipated forecasts.Integrate cost and schedule data to support earned value management and cash flow projections.Record historical cost information and "lessons learned" to improve company processes.Support asset unitization and prepare cost data for regulatory audits and rate case filings.Track procurement milestones specifically for long-lead utility materials like transformers.Minimum Qualifications / Experience:Minimum of 5 years' experience in utility projects or equivalent.Government or public agency experience is highly desirable Proficiency with Microsoft Excel and all Microsoft applications is a mustStrong analytical and computer skills with demonstrated proficiency in integrated construction management/cost reporting platforms. Experience with data management tools (MS Excel, MS Access, etc.) is required.Knowledge of ERP systems is desirablePossess skills in organization, technical areas, and team-building to manage and coordinate multidisciplinary teams.Education/Training:Bachelor’s Degree in Engineering or related field is desirable. Preferred Designation (if any): CCM, CCP, PSP, EVP, PMP, etc.Job Type: Full-time Location: Pomona, CAPay: $95,000 – $155,000 per year plus benefits
