ABOUT THIS POSITIONThe Office of the City Engineer's Design and Construction Procurement team manages high volume, high profile, high dollar, complex horizontal and vertical project procurements from advertisement of design through execution of construction for approximately 20 departments in support of the City's $11.5 Billion five-year Capital Improvement Program. Projects include airport infrastructure, water/wastewater treatment facilities, public safety buildings, new fire stations, new libraries and expansions, park improvements, and the 35-year taxpayer-funded transportation improvement plan.The Design and Construction Procurement team is seeking a motivated Contracts Specialist II with critical thinking skills, initiative, and professional judgement. Under the direction of the City Engineer, procurements are completed in accordance with the City's Administrative Regulation 3.25, Arizona Revised Statutes Title 34, and federal regulations ensuring compliance with requirements of agencies such as the Federal Aviation Administration, Federal Transportation Administration, Housing and Urban Development, and Federal Highway Administration, special federal programs such as the One Big Beautiful Bill and American Rescue Plan Act, as well as the City's Small and Disadvantaged Business Enterprise programs.This position performs advanced level work in writing, procuring, negotiating, executing and administering complex design and construction contracts for the City's Capital Improvement Program for departments citywide utilizing professional and consulting services, Design-Bid-Build, Job Order Contracting, Design-Build, and Construction Manager at Risk project delivery methods. Work requires the use of critical thinking skills, initiative and professional judgment, and is performed under the general direction of a Procurement Manager and Contracts Specialist II Team Leads. This position may supervise Contracts Specialists staff or other employees performing duties related to contract procurement and administration.Additional responsibilities include and are not limited to:Hiring engineers, architects, and professional service consultants through project specific advertisements, on-calls, or Direct Select procurements.Hiring specialty and general construction contractors through project specific Design-Bid-Build, Job Order Contract, Design-Build, and Construction Manager at Risk advertisement and Job Order Agreement delivery methods.Scheduling and facilitating project scope of work meetings with firms and City staff.Reviewing and providing feedback on proposal submittals, negotiate contract rates, and issue Notice to Proceed.Requesting and reviewing construction bonds and insurance documents.Preparing PowerPoint presentations and conducting presentations in a public or professional setting.Preparing documents for department review and Council approval.Routing contracts for signatures using Adobe sign.Utilizing the UNIFIER system to track contract utilization.Communicating with architectural, engineering and construction industry.IDEAL CANDIDATEKnowledge of:* Local, state, and federal laws and regulations relevant to Design and Construction Procurement, in particular A.R.S. Title 34.Ability to:Foster a collaborative and productive team environment.Correctly interpret complex laws, regulations, guidelines, agreements, and follow policies and procedures.Break down complex information into comprehensive parts, ask questions, synthesize and analyze information.Manage multiple projects at once and meet deadlines.Provide excellent written and oral communication skills.Demonstrate exemplary customer-service skills.SALARYPay Range: $72,966.40 to $113,193.60 annually.Hiring Range: $72,966.40 to $102,668.80 annually.Pay Range Explanation:* Pay range is the entire compensation range for the position classification.* Hiring range is an estimate of where you can receive an offer. Individuals must be physically capable of operating the vehicles safely, possess a valid driver's license and have an acceptable driving record. Use of a personal vehicle for City business will be prohibited if the employee is not authorized to drive a City vehicle or if the employee does not have personal insurance coverage.For information regarding pre-screening and driving positions, click here.The City job description can be found here.PREFERRED QUALIFICATIONSThe minimum qualifications listed above, plus:* Two years of experience facilitating procurements to hire architects, engineers, and general or specialty contractors.Experience with/in:Giving presentations in public or professional setting.Microsoft office suite and other similar programs or databases for information tracking.Facilitating meetings in professional setting with various groups of people at different levels within and outside the organization.Administering and facilitating the procurement process to include RFQ/RFB/IFB solicitation development, selection/evaluation, preparing council or agency, approving body actions, and contract award and developments.Procurements that include small business and disadvantaged business enterprise requirements.Government (federal, state, or local) or private industry procurement that includes contract development, management and/or administration.Researching, interpreting, and explaining contract terms and provisions to users and contract parties.Engaging and coordinating with internal and external stakeholders to include the public and different departments, divisions and staff.Contract interpreting and applying local, state, and federal laws, ordinances, rules and regulations.RECRUITMENT DATESRecruitment closes April 7, 2026.
