Job OverviewThe Executive Director of Human Resources, under the guidance of the Chief Human Resources Officer, provides strategic leadership and operational oversight of the district's human resources functions to ensure alignment with organizational goals and compliance with all applicable laws and regulations. As a key advisor to the Chief Human Resources Officer, the Executive Director promotes a culture of excellence, equity, accountability, and continuous improvement across all human resources programs and related services.Position DescriptionEssential Duties and ResponsibilitiesOverall ResponsibilitiesProvide strategic leadership and oversight for the development and execution of human resources initiatives aligned with district goals Champion a high-performance, customer service-oriented culture rooted in compliance, equity, and operational excellence Serve as a strategic advisor to executive leadership on workforce matters, to include policy interpretation, development, and enforcement Operations & HRIS AnalyticsDirect the planning, execution, and continuous improvement of all HR operational functions to ensure efficient, compliant, and customer-focused service deliveryEnsure accuracy, timeliness, and regulatory compliance in new hire processing, employee records, and HRIS transactionsGuide processes related to employee separations, including final pay, documentation, and exit interviewsOversee the monitoring and analysis of resignation and termination trends to inform retention strategies and workforce planningEnsure operational alignment across HRIS, position control, records management, and data governance systemsUse data analytics and metrics to monitor performance, identify risks, and inform strategic decisionsPromote a culture of innovation and continuous improvement within all HR service areasTalent Acquisition & StaffingProvide leadership for the district’s comprehensive talent acquisition strategy, ensuring alignment with staffing needs and diversity goalsOversee staffing allocation processes and ensure all schools and departments are appropriately staffed in a timely and equitable mannerSupervise substitute program management to maintain instructional continuity and operational efficiencyTotal Rewards, Benefits & Employee SupportOversee the design and maintenance of compensation frameworks, ensuring internal equity, market competitiveness, and legal complianceEnsure consistent application of compensation and benefits policies, and maintain compliance with applicable laws and board regulationsProvide strategic oversight of all employee benefits programs, including health, retirement, wellness, and leave plansMonitor budget impact, legislative changes, and stakeholder feedback to inform policy and program adjustmentsProvide strategic direction for employee leave programs, including FMLA, military leave, temporary disability, and discretionary leaveMonitor absence data and leave trends to support operational staffing decisions and substitute planningEmployee RelationsSupport and resolve complex escalated employee relations matters, ensuring fair, consistent, and policy-aligned outcomes by fostering a culture of care and responsivenessProvide oversight of employee grievance resolution processes and ensure timely, appropriate handling of informal concernsRecommend and implement process improvements to enhance employee experience, procedural clarity, and organizational efficiencyEnsure HR practices are compliant with federal and state employment laws and district policySupervisory ResponsibilitiesProvide clear direction, guidance, and support to ensure departmental goals align with district priorities and strategic objectives Ensure compliance with federal and state laws, board policies, and district procedures through ongoing training, communication, and accountability Serve as a liaison between the Chief Human Resources Officer and supervised staff, ensuring alignment and transparency in all initiatives Oversee the recruitment, selection, assignment, supervision, and evaluation of departmental personnel within Human Resources directly or through direct reports Supervise and manage the Human Resources Division staff, directly or through direct reports Qualification RequirementsTo perform this job successfully, an individual must be able to perform each of the above essential duties satisfactorily. Reasonable accommodations may be made to enable individuals with disabilities to perform the essentials functions.Master's degree in human resources management, educational leadership, or a related field Valid Texas Mid-Management or Principal Certification preferred Professional HR certification (e.g., SHRM-CP, SHRM-SCP, SPHR) preferred Minimum of 5 years progressive experience in human resources within a public school district or similarly complex organization, preferred Minimum of 3 years successful experience in a campus leadership or senior HR role over direct HR functional areas, preferred Strong working knowledge of federal and Texas education employment laws, including TEA regulations, FMLA, ADA, Title VII, and Chapter 21 of the Texas Education Code Experience reporting to or working closely with an executive leadership team and/or board of trustees Demonstrated knowledge in project management, including planning work, managing details, keeping multiple tasks/projects on track, time management, and ensuring delivery of outstanding resultsExcellent communication skills, both orally and in writing, with the ability to facilitate and present in both large and small group settingsExcellent consulting and customer service skillsAbility to work in a highly collaborative environment, influencing without formal authorityStrong knowledge of human resourcesExceptional interpersonal, problem-solving, and communication skillsAbility to manage sensitive matters with discretion and diplomacyProficiency in HRIS and data management systemsPhysical Requirements/Working ConditionsThe work environment characteristics and physical demands described here are representative of those an employee encounters while performing the essential functions of this job.
