Position Summary:
In partnership with the Human Resources Director, leads all aspects of Port Houston benefit programs, audits and special projects by analyzing data, recommending solutions, and providing a broader perspective to benefits in a fast paced environment. Accountable for a staff providing support, research, implementation and development of people strategies in the areas of benefits.
Responsibilities/Duties:
Influence return of people investment through benefits strategies
Assess need, prioritize and assign direct reports to work on various issues related to benefits
Provide strategic recommendations with regard to cost containment and increasing the return on investment of employee benefits
Complete annual audits on the Defined Benefit and Defined Contribution plans, as well as provide data for insurance carriers underwriting requirements, all benefit enrollments and HR processes as needed.
Perform plan audits. Prepare, collect and organize data for actuarial assessments. Review data in conjunction with actuarial evaluation task forces.
Investigates current benefits competitiveness, as well as new benefit offerings and plan design.
Survey industry trends. Complete benefits surveys and review information obtained from the results. Analyze complex benefits information. Assist with future benefits designs. Develop specific recommendations for review by management
Manage communication regarding benefit plans/policies to ensure the biggest return; educate employee population about the content and value of programs provided, including but not limited to information to employees/retirees about all benefit programs, procedures, changes and government-mandated disclosures, including open enrollment; recommend and implement appropriate corrective action as necessary to ensure quick, equitable, and courteous resolution of employee benefit issues/concerns; communicate and interface with third party benefit carriers and consultant to facilitate proper and complete utilization of benefits for all employees/retirees
Provide strategic recommendations with regard to employee benefits by participating in the research, analysis, and implementation of employee benefit programs.
Oversee the processing and reconciliation of monthly billings and the preparation of vouchers for payments and administrative fees for all group plans
Oversee tracking and administration of employee leaves of absence, such as the FMLA, PPL, ADA and return to work process, communication and compliance as required by federal law.
Oversee implementation of employee wellness program by enhancing employee awareness of Port Houston benefits in an effort to lower the claims utilization
Manage and improve wellness initiatives
Collaborate with benefits broker to review and research current market benefit comparisons
Oversee monthly reconciliation and invoice payments, as well as, the weekly exchange of the demographic census and payroll files between HRIS and external benefits system; manage the data collection, analysis and reporting of benefit information as required by Affordable Care Act (ACA)
Administer annual benefit statements for all employees (Total Rewards) as well as provide data information for annual pension census for the actuarial report and employee pension statements
Manage employee retirements, long term disability and death claims.
In the absence of the Director, provide guidance to employees and management as it relates to employee benefits.
Evaluate employee benefit processes, policies, standards and procedures. Revise and develop new benefit or leave administration policies, standards and procedures as needed. Assure consistent application
Ensure compliance of all employment/labor laws through programs, practices, policies, investigations, training, and actions. Maintain current complete understanding of Federal and State employment laws such as (Title VII of the Civil Rights act, FLSA, ADA, FMLA, ADEA, sexual harassment, and NLRA). Interpret and administer policies fairly and, consistently within legal boundaries

Perform other duties as required.
Education/Experience:
Bachelor’s degree in Human Resources, Business Administration or related major obtained through a formal 4–year degree public or accredited private college or university required
6+ years of previous experience in benefits program administration with progressive responsibility
Previous supervisory experience preferred
SPHR/PHR, SHRM-SCP/SHRM-CP, CBP (Certified Benefits Professional) or CEBS certification required
Knowledge, Skills and Abilities:
Knowledgeable of employment law policies and practices
Knowledge of applicable federal and state laws pertinent to benefits administration and employment law including FMLA, ADA, COBRA, HIPAA, FLSA, etc.
Knowledge relating to all facets of benefit program development and design and compensation administration.
Demonstrated skill in effective communication (written, verbal and listening), process management, analytical, decision making, organizational, project management, negotiating, and time management
Strong leadership skills

Ability to implement changes effectively throughout organization and facilitate team and client relationships to satisfy needs and identify improvements
