- Completion of bachelor's degree program from an accredited college or university in construction management, engineering technology, civil, hydraulic, sanitary, structural or architectural engineering.
- Possession of a valid proper class motor vehicle operator's license as issued by the Commonwealth of Pennsylvania prior to and during tenure of employment as a Graduate Civil Engineer if required by work assignment.
