﻿Definition Under general supervision, to perform a variety of routine professional office and field duties involved in the development, implementation, operation, performance, and maintenance of the Client's Geographic Information System (GIS) program. Assists in the design, storage, and analysis of data that is referenced spatially and responds to requests and provides Geographic Information System data to City departments, outside agencies, and the public; and performs other related duties as assigned.Distinguishing Characteristics The GIS Analyst is the entry-level classification within the GIS Analyst series. Incumbents in this class are not expected to have the same amount of program knowledge or skill level as the Senior GIS Analyst class and usually exercise less independent discretion and judgment in matters related to work procedures and methods.Supervision Received and Exercised Receives general supervision from higher-level professionals, and/or supervisory staff, as assigned.Reports To: Varies depending on the assignment.Examples of Duties Typical duties may include, but are not limited to, the following:<ul><li>Assist in the development, implementation, operation, performance, and maintenance of the City's Geographic Information System.</li><li>Assist with analyzing spatial and tabular information to solve problems involving logical/physical entity relationships and geographic relationships.</li><li>Develop and program basic GIS applications using a variety of programming languages.</li><li>Develop query and relational query methodologies for the manipulation of geographically referenced data.</li><li>Produce publications to include reports, exhibits, maps, atlases, and other cartographic projects and services in digital and hardcopy formats.</li><li>Create topology files for theme integration.</li><li>Interface with surveyors to implement global positioning system (GPS) control points collected in the field.</li><li>Verify positional and relative accuracy of GPS data.</li><li>Provide technical support to departments and other clients requesting GIS products while ensuring clients receive accurate products including maps, charts, and graphs in a timely and appropriate manner.</li><li>Prepare GIS system documentation.</li></ul>Knowledge, Skills & Abilities Knowledge of: <ul><li>Principles, practices, and methods of an enterprise GIS environment.</li><li>Use, capabilities, characteristics, and limitations of GIS.</li><li>Personal and network computer systems and related equipment.</li><li>Computer repair and maintenance procedures and techniques.</li><li>Principles and practices used in the operation of relational database management systems.</li><li>Cartographic, demographic, and statistical methods and standards</li><li>Geography.</li><li>Digital orthophotography principles and practices.</li><li>Structured Query Language and related concepts.</li><li>Data schemas.</li><li>Geodetic GPS accuracy standards.</li><li>Surveying principles, procedures, and techniques.</li><li>Mathematical principles including trigonometry and geometry.</li><li>Modern office procedures, methods, and equipment including computers.</li><li>Recent developments, current literature, and information related to the fields of GIS, network systems, and computer workstations.</li></ul>Ability to: <ul><li>Learn to design, implement, maintain, and operate relational database management systems.</li><li>Troubleshoot software and hardware problems.</li><li>Operate a variety of computer equipment and software relative to the assigned area of responsibility.</li><li>Read, interpret, and apply knowledge gained from complex technical publications, manuals, and other documents.</li><li>Respond to requests and inquiries from City departments, outside organizations, and the public.</li><li>Learn principles and practices of quality assurance.</li><li>Communicate clearly and concisely, both verbally and in writing.</li><li>Establish and maintain effective working relationships with those contacted in the course of work.</li></ul>Minimum Qualifications <ul><li>Option I:</li></ul>Education: Equivalent to a Bachelor's Degree in Geography, GIS, Computer Science, or a closely related field.Experience: One year of full-time work experience in drafting, engineering, and/or using Geographic Information Systems (GIS). Experience using GIS software, computer-aided design, and GIS equipment is highly desirable.<ul><li>Option II:</li></ul>Education: Equivalent to an Associate's Degree in Geography, GIS, Computer Science, or a closely related field. A GIS certification may substitute for one year of the required experience.Experience: Three years of full-time work experience in drafting, engineering, and/or using Geographic Information Systems (GIS). Experience using GIS software, computer-aided design, and GIS equipment is highly desirable.<ul><li>Option III:</li></ul>Education: High School graduation or satisfactory equivalent (GED).Experience: Five years of full-time work experience in drafting, engineering, and/or using Geographic Information Systems (GIS).Highly Desired Qualifications <ul><li>Electric industry knowledge</li><li>Experience editing electric data using ArcMap and ArcFM</li><li>Experience working with AutoCAD files</li><li>Experience interpreting electric work order drawings</li><li>Experience making maps in ArcGIS Pro</li></ul>
