Program Quality Manager

Job Title: Program Quality Manager Location: Oakland, CA (Hybrid) Duration: 9 months About the Role We are looking for a Program Quality Manager to help build and manage the operating model, governance, and performance visibility for a cross-functional organization. This is not a technical delivery or product management role. Instead, this position is focused on creating the structure, processes, reporting, and governance routines that help multiple teams work together more effectively, consistently, and transparently. This role is ideal for someone who enjoys bringing order to complex environments, building frameworks from scratch, and working across teams to improve organizational effectiveness. Key ResponsibilitiesBuild and support the operating model for a multi-team organizationEstablish and manage governance routines, review cadences, and decision-making frameworksCreate and maintain dashboards, KPIs, metrics, and reporting visibilityDrive cross-functional coordination and improve organizational alignmentDesign and improve processes, standards, templates, and working frameworksFacilitate discussions across business and operational teams to ensure accountability and claritySupport audit readiness and organizational compliance activities in a collaborative mannerHelp track deliverables, milestones, dependencies, and program healthPartner with leaders and stakeholders to improve how teams operate at both strategic and execution levelsSupport workforce-related operational routines such as training, performance review tracking, and organizational obligations Required Skills / ExperienceStrong experience in Program Management / PMO / Governance / Business OperationsExperience building or improving operating models, governance frameworks, or organizational processesStrong background in cross-functional stakeholder managementExperience creating or managing dashboards, KPIs, scorecards, and executive reportingAbility to influence teams and drive adoption without direct authorityExperience working in large, complex enterprise environmentsStrong communication, facilitation, and organizational skillsAbility to work at both a strategic and tactical level Preferred Background Candidates with experience in areas such as:PMO / GovernanceBusiness OperationsTransformation / Organizational EffectivenessProcess Improvement / Operational ExcellencePortfolio / Program Leadership Nice to HaveExperience supporting audit readiness / controls / governance reviews Familiarity with tools such as: Jira / Azure DevOpsPower BI / Tableau / ExcelConfluence / SharePointSmartsheet / MS Project / PowerPoint What We're Looking ForWe are looking for someone who can:Build structure where there is ambiguityImprove how teams work togetherCreate visibility, accountability, and governance across functionsLead through influence, facilitation, and collaboration
