Senior Accountant

The Auditor of Public Accounts (APA) is the legislative external auditor for the Commonwealth of Virginia’s executive and judicial branches. Our mission is to serve Virginia citizens and decision makers by providing unbiased accurate information and sound recommendations to improve accountability and financial management of public funds. This individual will be a member of the Human Capital and Business Operations (HCBO) team and will lead the accounting operations of the office. We are looking for a mission-driven individual eager to make a difference in the Commonwealth and motivated to be a part of a Richmond Top Workplace employer. Interested candidates should send their resume and cover letter to talent@apa.virginia.gov.Position Details General Accounting:Prepares and reviews financial transactions in agency and statewide financial systemsPrepares and/or reviews monthly and year-end financial reconciliationsMonitors accounts receivable activity and performs timely outreach for past due billsPrepares timely year-end financial reporting attachments required by the Department of AccountsMaintains the agency’s annual budget, including the identification of sound estimation methodologies that reflect historical spending practices and known operational changes, performs a monthly analysis of budget to actual data, and provides meaningful insight to managementPayroll and Benefits:Participates in the performance and oversight of processing, analyzing, reconciling, and certifying the accuracy of payroll and benefits in APA’s human resources (HR) and statewide systemsCoordinates effectively with the HCBO Team about personnel changes in the agency’s HR system that impact payroll accountingServes as a subject matter expert on the administration of state benefits, including but not limited to, the Virginia Sickness and Disability Program and Virginia Retirement System plansPeriodically performs analysis of annual and compensatory leave balancesEnsures adequate administration and accounting for employee parkingEnsures agency compliance with state and federal tax requirementsInternal Control:Establishes and maintains a framework of internal control over significant fiscal processes, including the annual review and update of accounting policies and proceduresEnsures the agency’s compliance with ARMICS, and recommends changes to policies and procedures to improve the efficiency and effectiveness of significant fiscal processesDocuments, organizes, and retains financial records in the document management system in accordance with agency and statewide policies and proceduresEnsures forms, links, and other accounting resources provided to agency staff through the document management system remain current and accurateEngagement and Collaboration:Independently manages workload and adheres to deadlinesPerforms a thorough self-review of all completed work to ensure a high degree of accuracyDemonstrates the ability to be proactive and take initiative in a team environmentDemonstrates excellent verbal and written communication and interpersonal skillsSupervises staff accountant to ensure proper allocation and completion of work, provides real-time performance feedback for staff growth, and provides performance insights to HCBO Directors for consideration in performance evaluationsServes as a resource for staff with payroll, benefits, or general accounting related questionsProactively contributes to and participates in HCBO team projects and initiativesContributes to a positive and professional workplace culture Minimum RequirementsBachelor’s degree in accounting or related field from an accredited four-year college or university5+ years of progressive accounting experienceProficiency using Windows and Microsoft Office software, including Word & ExcelValid driver’s license and ability to provide own transportationU.S. citizen or permanent resident and must pass a background check Preferred QualificationsKnowledge of governmental processes, preferably Virginia governmentExperience utilizing the Commonwealth’s accounting system and/or PeopleSoft Relevant professional certification(s) such as Certified Public Accountant (CPA), Certified Government Financial Manager (CGFM), or Certified Payroll Professional (CPP) Salary and BenefitsSalary commensurate with experiencePosition is eligible for a hybrid work scheduleAnnual, sick, family/personal paid time off and 14 paid state holidaysCommunity service, parental, education, and certification exam leave optionsTuition, professional organization, and certification fee reimbursement Health, dental, life, and long-term care insuranceMedical and dependent care flexible spending accountsDefined benefit and defined contribution retirement plan through the Virginia Retirement System Qualified candidates should send their resume and cover letter to talent@apa.virginia.gov.  We require a successful background check as a condition of employment.
