Deputy County Clerk -Vital Records Division
Entry level salary: $18.3028/hour
Schedule: Monday - Friday, 8:00 a.m. - 4:30 p.m.
Location: Bloomington, IL
Position Summary
Under administrative supervision, the Deputy County Clerk is responsible for providing civil service to the public on behalf of the McLean County Clerk's Office. Responsibilities include issuance and certification of vital records, interacting with the public in person, by phone and email, and protecting sensitive information. Must be able to work quickly and accurately, display good phone etiquette, and maintain a friendly, helpful, and courteous attitude with the public. The Deputy County Clerk performs work according to federal and state laws, county policies and procedures, and County Clerk office procedures, under the review and guidance of the County Clerk and the Vital Records Team Leader. The ideal candidate must display a positive image as a representative of McLean County government.
Essential Duties and Responsibilities (May not include all duties performed)
Issue and certify copies of all vital records for in-person customers, online and mailed requests
Schedule marriage license appointments, enter application data and issue marriage licenses
Register Assumed Names (DBA's) and explain DBA process and deadlines to customers
Assist with tax redemption estimates and collect delinquent property tax and forfeiture payments
Keep detailed records, including noting request fulfillment by mail on spreadsheet
Handle cash, check and credit card transactions in accordance with office procedures and accurately receipt transactions
Assist with daily balancing of revenue and receipts
Date-stamp incoming mail and distribute mail within the office
Provide information and resources to the public regarding our services
Review annual & special event Liquor License and Fireworks Permit applications and issue same.
Assist with producing and proofing department-related literature
Perform general clerical duties
Assist in training new Deputy Clerks
Regular and prompt attendance
Knowledge, Skills and Abilities
Basic knowledge of federal and state laws and County Clerk procedures relating to vital records
Basic knowledge of all functional areas of the County Clerk office
Ability to handle cash, make accurate change and follow basic ID verification procedures
Working knowledge of the procedures used to maintain manual and computerized records systems in the office
Knowledge of the operation of computers with Microsoft Word, Excel and Outlook
Skill in the operation of computers (including rapid keyboarding skills) with various programs
Skill in dealing with the public in a friendly, courteous, and professional manner
Ability to understand and apply provisions of laws relating to the functions in the County Clerk's office, as directed
Ability to accurately and securely maintain all vital records
Ability to establish and maintain effective working relationships with supervisor, other employees and the public
Required Qualifications
Graduation from high school or GED, including or supplemented by coursework or training in keyboarding, data entry and other basic clerical skills; one or more years of experience in providing services to the public; or any combination of education and experience that would provide the above noted knowledge, skills, and abilities
Notary Public Certificate may be required.

Physical Attributes/Demands
This position requires activities such as sitting or standing for extended periods of time, walking, bending, stooping, climbing stairs, and occasional lifting and carrying up to 25 pounds.
Work Environment
This is a fast-paced office environment necessitating timely processing of incoming records. A majority of time is spent on customer service, in-person as well as by phone and e-mail. Business casual attire is required. Operation of computer (PC), office phone, copier, scanner, and other general office equipment is required on a frequent basis.

Full salary range: $18.3028-$27.9844/hr (upper range based on long term career with McLean County)
