Assures that production and accuracy requirements are met. Thoroughly reviews plans and specifications, formulates and consolidates recommendations submitted by others and presents recommended changes to facilitate or improve construction during pre-award technical review. Makes on-the-spot decisions concerning methods, materials, workmanship and contractor operations which are in harmony with the intent of the plans and specifications. Plans and assigns work to field inspection force and survey crews and keeps them informed of proposed contractor operations. Directs their attention to conditions that warrant special consideration. Tours construction and dredging sites to observe rate of progress, workmanship, use of approved material, accepted construction practices and methods and conformance with intent of plans and specifications. Coordinates construction activities and maintains liaison with using service and other agencies regarding work progress, relocations, and alterations, to ensure that construction and dredging meets with their satisfaction as to progress, technical excellence and needs.Other Conditions And RequirementsThis is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD, Section 9905 to recruit and appoint qualified candidates to positions in the competitive service.Specialized ExperienceOne year of specialized experience equivalent to the GS-11 grade level in the Federal Service performing the following duties: 1.) Inspecting civil works construction sites for adherence to project design, and scope; AND 2.) Administering contracts for construction projects, which includes reviewing contractor submittals; AND 3.)
