Manages the Levee Safety Program, which ensures the safety and operational adequacy of flood risk management projects, and levees within the district. Responsible for managing the Levee Safety Program as defined in Engineer Regulations. As administrator and technical lead of the Levee Safety Program, schedules periodic meetings and provides technical and administrative advice and assistance to the Levee Safety Officer and committee members. Serves as a technical specialist for the establishment and implementation of the Levee Safety Program. Provides technical direction of instrumentation and monitoring programs for all the levees. Provides technical support and direction to the Inspection Program. Manages the inspection of all flood risk management (FRM) projects and levee systems within the District. Establishes inspection schedules as required following current inspection policy and procedures using assigned hardware (LIS). Ensures that all jurisdictional federal and state levee safety officials are invited to participate in the inspections. Personally, serves on and leads periodic inspection teams. Manages and performs complex Civil/Geotechnical engineering functions involving field reconnaissance; investigations, development and provision of recommendations concerning remedial design initiatives; preparation and review of plans, specifications, and designs; providing technical advice and guidance on problems involving structural or foundation distress conditions; preparing investigation programs for study of potential adverse safety conditions; and the collection, completion, and submission of technical reports based on periodic investigations.Other Conditions And RequirementsThis is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD, Section 9905 to recruit and appoint qualified candidates to positions in the competitive service.One year of specialized experience to the GS-12 level in the Federal Service performing the following: 1) Evaluating engineering designs for civil works projects, AND 2) Coordinating design analysis on dams, levees, or hurricane flood protection projects, AND 3) Developing and submitting annual Levee Safety Program budget.Education Requirementsextension://efaidnbmnnnibpcajpcglclefindmkaj/https://www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-standards/0800/files/all-professional-engineering-positions-0800.pdfOther Requirements Applications must be submitted after 12:01 AM (EST) of the posted Job Posting Open Date and before 11:59 PM (EST) of the posted Job Posting Close Date to receive consideration.
