The Senior Subcontract Administrator applies functional knowledge and existing methodologies to solve complex problems while implementing innovative solutions. Dedicated lead on projects with accountability for team members and ongoing activities or objectives.Leverage your passion and experience as you conduct and coordinate procurement transactions associated with purchasing complex large professional and/or construction services. The Senior Subcontract Administrator has thorough knowledge and understanding of procurement concepts, principles and practices, and the techniques of ensuring task completion. They understand the role of procurement and its integration with other project functions, accomplish value-added expectations, and perform assignments in accordance with established policies and procedures. The Senior Subcontract Administrator has the demonstrated experience to advance the knowledge of a subject area or commodity.The Senior Subcontract Administrator reports directly to the Director of Supply Management, Advanced Manufacturing (AM). While supporting Jacobs’ Projects, the Senior Subcontract Administrator will report indirectly to the assigned Project Procurement Manager (PPM) or Project Manager.Bring your curiosity, passion for innovation, and talent for multi-tasking in a fast-paced environment and we will help you grow, pursue and fulfill what inspires you – so we can make big impacts on the world, together!Here’s What You’ll DoIf a Subcontracts Lead, develop upfront Procurement planning activities such as providing into the Supply Management Execution Plan (SMEP), establishing Subcontracting Strategies, and developing project-specific templates, reports and tools If a Subcontracts Lead, provide general guidance to subcontracts technicians and associate subcontract administrators who may be assigned to the Project. This typically includes providing on-the-job training, offering support and guidance, performing supply management systems instruction, and managing package assignments.If a Subcontracts Lead, use critical thinking and problem solving to maximize the efficiency and effectiveness of the Project’s subcontracting efforts.Subcontracting assignments typically will consist of major or complex construction services on larger projects, or assignment as the Subcontracts Lead for all subcontracting on a medium to large size project.Utilizes established policies, procedures, systems, and toolsCoordinates the subcontracted services Procurement Agreements and change orders (modifications) to accomplish project or group objectives and obligations.Reviews subcontracts-related invoices and ensures that invoices are approved in accordance with terms and conditions agreed within the subcontract.Evaluates facts surrounding subcontract-related problem areas and applies remedies to resolve itMaintains subcontracting documentation in a repositoryIdentifies and advise management of subcontract-related risks.Prepares bidder lists, qualifies bidders, prepares requests for quotation, and conducts bid evaluationsPrepares proposal deliverables, such as pricing of subcontracted services, execution approach narratives, and labor hour estimates for subcontractingRecommends source selections, development of negotiation strategies, plan and lead subcontract negotiations and coordinate final negotiations with legal department.Coordinate clarification meetings with bidders and Project teamPrepare commercial bid evaluations.Route requisition for award documents to project team for approvals.Draft award Subcontract documents and issue to successful bidderManage change ordersMitigate Subcontractor risk and assist with any claims or disputes.Works independently, with guidance in only the most complex situations. No direct reports. Supervises the work of less senior subcontract administrators who assist with the purchasing activities.Here's what you'll needBachelor’s degree in a business, construction, supply chain, or operations management, or equivalent project experience10+ years of experience in capital construction contracting on EPCM Projects5+ years of experience in Biopharmaceutical/Life Science Manufacturing or Data Center Projects is preferred.Experience using MS Office tools, including intermediate to advanced MS Excel skillsExcellent communication and interpersonal skillsStrong Team Work.Ability to work and thrive in a fast-paced environment with schedule driven deliverables.Strong problem-solving and organizational skills.A drive to solve complex and challenging problems.Willingness to indirectly lead and mentor a team of Subcontract Administration professionalsOur health and welfare benefits are designed to invest in you, and in the things you care about.
