Environmental Engineer - SPCC & ODCP Specialist
Position OverviewEnvironmental Consultants and Contractors, Inc. (ECC) is a full-service environmental consulting firm supporting public- and private-sector clients throughout the metropolitan Washington, DC area. ECC is seeking a qualified Environmental Engineer with demonstrated expertise in Spill Prevention, Control, and Countermeasure (SPCC) Plans and Oil Discharge Contingency Plans. This role is responsible for planning, developing, reviewing, and certifying SPCC plans in compliance with federal and state regulatory requirements. The ideal candidate will be capable of managing all aspects of SPCC planning. In addition, the ideal candidate will possess a strong working knowledge of aboveground and underground storage tank (AST/UST) regulations and leaking tanks investigations and remediation.Key ResponsibilitiesPlan, develop, review, and certify SPCC Plans in accordance with 40 CFR Part 112.Prepare and maintain Oil Discharge Contingency Plans.Conduct site visits, facility inspections, and spill risk assessments.Evaluate oil storage facilities, transfer operations, and secondary containment systems.Ensure compliance with federal, state, and local environmental regulations.Provide technical guidance regarding spill prevention and response.Coordinate with regulatory agencies as needed.Support audits, inspections, and regulatory reporting requirements.Maintain familiarity with evolving SPCC, AST, and UST regulatory standards.Required QualificationsBachelor’s degree in Environmental Engineering, Civil Engineering, or a related discipline.Professional Engineer (P.E.) license (required to certify/sign SPCC plans).Demonstrated experience preparing and signing SPCC plans.Knowledge of underground and aboveground storage tank regulations, including design, inspection, and compliance requirements.Ability to independently manage SPCC projects from planning through implementation.Strong technical writing and documentation skills.Excellent organizational, analytical, and communication abilities.Preferred QualificationsExperience in environmental consultancy including due diligence.Familiarity with EPA, VA, MD, and DC environmental agencies and programs.Familiarity with stormwater management facilities / best management practices.Why Join ECC?Career paths for both technical and leadership growthCompetitive compensationMedical benefits401(k) with employer contributionsHybrid work environmentDiverse project exposure across the DC metro region
