(ECC) is seeking a licensed Professional Engineer (P.E.) with direct experience in Spill Prevention, Control, and Countermeasure Plans, Oil Discharge Contingency Plans, Stormwater BMP Certifications, and UST/AST regulatory compliance.This role is ideal for a mid-to-senior level engineer who actively prepares, signs, and seals SPCC and related regulatory plans and wants to lead high-impact environmental compliance work across the DC Metro region.Key ResponsibilitiesLead preparation and certification of SPCC Plans (40 CFR Part 112) (P.E. seal required)Develop and maintain Oil Discharge Contingency Plans (ODCPs)Evaluate and ensure compliance for UST and AST systems (design, inspection, operations)Conduct facility inspections, spill risk assessments, and compliance evaluationsReview secondary containment, oil storage, and transfer operationsProvide technical guidance on spill prevention and regulatory complianceInterface with EPA, VA, MD, and DC regulatorsSupport audits, inspections, and reportingInspect and certify stormwater BMPs, as neededRequired QualificationsActive Professional Engineer (P.E.) license — REQUIREDMust have experience preparing AND signing SPCC PlansExperience developing ODCPs and storage tank compliance programsKnowledge of stormwater BMPs and certification processesKnowledge of UST and AST regulations, including inspection and compliance requirementsAbility to independently manage projects from planning through implementationStrong technical writing and documentation skillsExcellent organizational, analytical, and communication abilitiesPreferred QualificationsExperience in environmental consultancy including due diligenceFamiliarity with EPA, VA, MD, and DC environmental agencies and programsWhy Join ECC?Career paths for both technical and leadership growthCompetitive compensationMedical benefits401(k) with employer contributionsHybrid work environmentDiverse project exposure across the DC Metro region
