JADE (The Joint Action on Drug Elimination) program strengthens U.S.-China anti-narcotics cooperation, addressing the complex chemical supply chains fueling synthetic drug crises in the U.S. and Canada. JADE facilitates smarter, coordinated strategies and robust multilateral mechanisms to support law enforcement and regulatory action, helping disrupt synthetic drug production and save lives. PAX sapiens is seeking a seasoned and strategic Program Manager to join the JADE team. This role is expected to oversee staff as the program expands. The ideal candidate is a collaborative leader with advanced program management skills, strategic thinking, and superior communication, along with the capacity to lead teams. You will drive strategy, implementation, and impact alongside the Director of JADE, and manage relationships with key domestic and international partners. Reports To: Director of JADE Job Type: Exempt, Full-time Compensation: The hiring range for this position is $105,000 - $126,000 annually depending on experience. This position is benefits eligible. Offered benefits include Medical, Vision, Dental, Life Insurance, Short and Long Term Disability, and a 401 k. Location: This position is located at the PAX sapiens office in Broomfield, CO. The office is operating from a hybrid model currently, with two days in office and the option of three days working from home. Key Responsibilities Contribute to the development and refinement of JADE's strategic plans. Analyze trends and emerging issues in U.S.-China anti-narcotics cooperation to inform program direction. Identify and collaborate on risk mitigation strategies. Align program activities with organizational priorities. Work with Monitoring, Evaluation, and Learning (MEL) to design systems for measuring program success. Program Management Oversee planning, execution, and monitoring of program activities. Develop and maintain project management tools (Gantt charts, CRMs, trackers). Coordinate with internal teams and external partners to facilitate implementation. Prepare reports on program progress and achievements. Prepare and host key events, including stakeholder meetings and conferences, and capture lessons learned and next steps. Support program budget development to support execution and success. Oversee staff as the program expands. Stakeholder Engagement Build and maintain trust-based relationships with key stakeholders. Engage with collaborators at meetings, conferences, and workshops (domestic and international). Required Qualifications Bachelor's degree in a relevant field, or an equivalent combination of education and directly relevant professional experience, including progressively responsible roles in an international nonprofit, government, or diplomatic setting, with significant responsibility for program management and policy initiatives. Experience in US China relations, law enforcement investigations, or international diplomacy strongly preferred. Exceptional program management skills, with experience leading complex, multi-country projects and cross functional teams. Ability to rapidly absorb new subject matter and translate it into practical work products. Advanced writing skills, including drafting policy briefs, proposals, and strategic reports for diverse audiences. Excellent interpersonal and stakeholder engagement skills, with a track record of building relationships across cultures and with relevant counterparts. Demonstrated ability to work independently, exercise sound judgment, and collaborate effectively within international teams. Proficiency with the Microsoft Office suite, including Word, Excel, PowerPoint, and Outlook. Fluency in Chinese is an asset. Additional relevant language skills are advantageous but not required. Physical Work Demands Able to sit at a computer for extended periods of time. Able to bend at the waist and reach on a daily basis. Able to lift and move up to 25 lbs regularly.
