Program Manager (DHS CISA) - Clearance Required

The PM will serve as the single point of contact for Government stakeholders and is responsible for overall contract performance, cost, staffing, delivery, quality assurance, and risk management.This role oversees full-spectrum HSEEP-aligned discussion-based and operations-based cyber exercises, including planning, execution, reporting, surge support, and contract transition activities.Responsibilities include, but are not limited to:Serve as the primary Contractor point of contact for CISA leadershipProvide overall management, direction, administration, and quality assurance for all contract activities, including subcontractorsLead execution of all SOW tasks, ensuring cost, schedule, and performance complianceIdentify risks, develop mitigation strategies, and proactively communicate issues to the GovernmentExecute and maintain contract staffing plansProvide strategic guidance across multiple integrated teams and task leadsManage personnel onboarding/offboarding, clearance status, and workforce continuitySupport surge staffing requirements tied to exercise planning and execution tempoOversee planning, coordination, development, and execution of:Discussion-based exercises (seminars, workshops, tabletop exercises, games)Operations-based exercises (drills, functional exercises, full-scale exercises)Ensure integration of cyber subject matter expertise, scenario development, facilitation, and critical infrastructure considerationsDevelop and maintain the Project Management Plan (PMP)Prepare and present Monthly Status Reports (MSRs), including:Task-level activity statusSchedule and milestone trackingBudget and CLIN cost projectionsPersonnel statusRisks, issues, and corrective actionsContractor performance metricsHere's what you need:10+ years of experience as a Program Manager supporting federal programsActive TS/SCI clearance - with ability to obtain DHS suitabilityPMP certification (or relevant education/experience in lieu of certification)Demonstrated experience managing complex, multi-task federal contractsStrong knowledge of:Program performance evaluationChange management principlesRisk identification and mitigationProven leadership, communication, and problem-solving skillsExperience briefing senior Government stakeholdersDesired:Experience supporting CISA, DHS, or other national cybersecurity programsFamiliarity with HSEEP and national-level exercise programsBackground in cybersecurity, critical infrastructure protection, or incident response exercisesExperience managing surge operations or variable operational temposSecurity Clearance:Active TS/SCI (with ability to obtain DHS suitability)Education:Bachelors or Masters DegreeWork Schedule:Monday - FridayCompensation and Benefits:Cydecor offers a comprehensive compensation package including Health and Dental Insurance, Vision and Life Insurance, Short-Term & Long-Term Disability, 401(K) + company match, Paid Time Off (PTO), Paid Company Holidays, Tuition and Professional Development Assistance and more.What We BelieveWe have an unwavering commitment to diversity with the aim that every one of our people has a full sense of belonging within our organization.
