Salary : $62,120.00 - $86,993.00 AnnuallyLocation : Clinton, NCJob Type: Full TimeJob Number: 012226Department: Public Works-Utility LInesDivision: Utility LInesOpening Date: 01/22/2026Closing Date: ContinuousDescriptionGeneral Statement of DutiesPerforms difficult technical work leading and participating in the maintenance and repair of water distribution and wastewater collection lines for the City.Distinguishing Features of the ClassAn employee in this class is responsible for leading a crew involved in maintaining and repairing water distribution and sewer collection lines and appurtenances, operating heavy equipment and performing duties of Utility Line Technicians. Work involves coordination with management in work assignment and assuring work is completed in timely manner and in accordance with OSHA and City standards. The employee provides training, performance coaching, and reviewing work in progress and upon completion for quality and standards. Work includes skilled operation of medium to heavy construction equipment. Work requires ability to lead a crew, and judgment and initiative in troubleshooting water and sewer line maintenance and repair problems. The employee is subject to working in inside and outside environments including extreme hot and cold weather and is exposed to hazards such as loud noise, vibrations, moving mechanical parts, chemicals, fumes, odors, poor ventilation, and oils. Work around raw sewage is also subject to the final standards of OSHA on blood borne pathogens. The employee may also be subject to standby and call back work. Work is performed under regular supervision in conformance with established standards, and is reviewed for productivity quality, and customer service satisfaction.Examples of DutiesDuties and ResponsibilitiesEssential Duties and TasksServes as crew leader; orients new staff and trains and develops assigned staff in work methods and operation of tools and equipment; ensures safety procedures; monitors and checks quality of work while in progress and upon completion;Gathers and/or ensures parts, materials, tools, supplies and equipment for daily work are loaded and on site; ensures returned and properly stored at the end of the day.Ensures implementation of safety regulations and use of proper equipment; determines when cones and signs are needed and ensures in place before start work.Ensures jobs are completed properly and correctly.Leads and participates in the repair, maintenance and construction activities of distribution and collection lines, hydrants, meters, and valves; operates various medium to heavy construction equipment such as back hoes, track hoes, pressure water trucks, loaders, and dump trucks; operates boring machines and hand tools, etc.; leads and participates in the installation of pipes, making water and sewer taps, and replacing pipe line sections, broken meters and valves.Investigates and determines cause of leaks; plans repair methods to least disrupt service to customers.Talks with citizens and provides information regarding work being performed and answers questions; refers to or talks with mangement about problems that are raised.Ensures regular maintenance of equipment and tools; checks oil in trucks and other equipment as appropriate and adds as needed; washes and greases tractor, backhoe etc.; notifies fleet maintenance of problems; ensures vacuum truck is washed as scheduled.Operates electronic tablet to receive and complete work orders, inquire and update utility maps, and perform related tasks.Additional Job DutiesPerforms related duties as required.Typical QualificationsDesirable Education and ExperienceGraduation from high school and considerable experience in water and sewer line construction, maintenance and repair, including the operation of related heavy equipment; or an equivalent combination of education and experience. Prefer some supervisory experience.Supplemental InformationPreferredBackflow Cross Connections Certification and the ability to serve as ORC.Special RequirementsPossession of a valid North Carolina Commercial "B" driver's license.Possession of Water Distribution Grade B Certification -Certification from the State of North Carolina.Grade 2 Collections-Certification from the State of North Carolina.Ability to serve as ORC for Distribution & Collection Systems.
