Within GSD, the Administrative Services Division (ASD) ensures efficient and effective financial management of both enterprise and general fund operations. Applicant lists may be screened more than once.Why does the job exist?This position functions as the Budget Director for the Administrative Services Division (ASD). It is responsible for developing, coordinating, maintaining, and monitoring an annual budget exceeding $204 million for the General Services Department (GSD). Working in coordination with the ASD Director, the position oversees special projects and initiatives delegated by the Office of the Secretary. The Budget Director also monitors revenues, expenditures, and budgets across six GSD divisions and six risk funds, ensuring fiscal accountability and compliance with state and federal requirements. This role is critical to providing accurate financial reporting, strategic analysis, and sound budgetary recommendations to GSD leadership.How does it get done?- Monitors financial activities for six GSD divisions and six risk funds; prepares analyses and reports as directed.- Authorizes and processes requests for fiscal adjustments and prepares related staff reports.- Interprets and applies related laws, ordinances, rules, regulations, policies and procedures.- Develops annual revenue projections and analysis used in the development of budget requests of enterprise programs.- Plans, coordinates and initiates all activities related to preparation of the Agency's annual budget appropriation request.- Reviews and provides guidance on program budget submissions, recommending revisions and edits; participates in budget hearings.- Maintains a high level of customer service by ensuring transactions are processed efficiently and in compliance with fiscalWho are the customers?This position supports the General Services Department staff and program support team and will maintain an effective working relationship with the Department of Finance and Administration (DFA).Ideal CandidateThe ideal candidate will have experience in the following:- Five (5) years direct experience providing State of New Mexico budget preparation and oversight for a larger program.- Seasoned leader with extensive experience managing a complex, multi-revenue budget which includes the effective allocation and oversight of state funds.- Experience with reconciliations, journal entries, and operating transfers.- Exceptional attention to detail and accuracy in a high-volume, deadline-driven environment.- Strong interpersonal and communication skills, with the ability to work effectively with management, staff, and other stateMinimum QualificationBachelor's Degree in Business Administration, Accounting, Finance, or Auditing and three (3) years of experience in Accounting, Business Administration, Public Administration, Finance, or Auditing; to include one (1) year of managerial or supervisory experience. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling seven (7) years may substitute for the required education and experience. A hiring agency may designate a portion of the required experience to include federal grant and/or special revenue experience to be identified at the time of recruitment.Employment RequirementsMust possess and maintain a valid Driver's License. Must possess and maintain a current Defensive Driving Course Certificate from the State of New Mexico or must pass and receive Defensive Driving Course Certification as a condition of continued employment.Working ConditionsWork is performed primarily in an office setting with exposure to Visual/Video Display Terminal (VDT) and extensive personal computer and phone usage. Work extended hours and occasional travel may be required.
