Essential Job FunctionsCoordinates with the Budget Office to ensure compliance with approved project allocations.Collaborates with the Projects Section of the Santa Fe Public Works Department for capital project tracking and accounting.Reconciles and analyzes funds related to capital outlay for proper use and balancing of such funds.Assists with the development and implementation of capital financing plans.Tracks all project funding, encumbrances, expenditures and budget balances to ensure funding restrictions are met and financing sources are utilized appropriately; reviews all purchase requisitions for capital expenditures.Oversees fixed asset management; reconciles expenditures related to fixed assets.Oversees the tracking of capital and operational grants countywide by; reviewing line items for accurate accounting of projects; reviewing purchasing requisitions; and assisting departments with the proper use and accounting of capital funding.Assists with grant applications.Develops and maintains a countywide grant tracking process.Ensures compliance with grant restrictions and reporting requirements.Ensures proper use of grant funding and drawdown of grant funding through reporting to other governments, both federal and state.Reviews project payment packets for appropriate direction of payment.Assists with the annual audit and any special audits as necessary.Monitors legislative bills which may impact the County, specifically related to financial matters.Supervises assigned projects, provides instruction and training for employees; makes independent decisions; plans and assigns work; and checks final work to ensure compliance with established policies and procedures.Recommends the hiring of new employees; recommends salary increases for employees; trains and motivates staff; recommends disciplinary action; assists in the resolution of grievances and/or complaints; provides feedback on work performance for employees; and completes performance evaluations for employees. Knowledge/Skills:Extensive knowledge of management processes and supervision; of policy analysis and analytical thinking.Ability to plan and prioritize work programs for professional employees; to develop budgets; to interface effectively with public officials, employees and the general public; to organize and present information clearly and concisely in both oral and written form; to effectively manage subordinate staff.Ability to understand relationships and dependencies between tasks and departments; ability to understand organizational needs and conduct cross-functional level planning.Ability to perform effectively under strict deadlines; to present recommendations clearly and concisely; and to work effectively with public officials, fellow employees and the general public.Excellent written and verbal communication skills.Skilled in operating various word-processing, spreadsheet, database and other software programs in a Windows environment; skilled in presentation preparation; and in grant and capital asset management. Minimum QualificationsBachelor's Degree in Accounting, Finance, Business Administration, or related field; andFive (5) years of professional work experience in accounting, finance, budgeting, or business administration, of which three (3) years must have been in a supervisory capacity; or.Any combination of education or experience in budgeting, finance, accounting or a closely related field totaling nine (9) years, of which at least three (3) must be in a supervisory capacity.Related education and experience may be substituted at a rate of thirty (30) semester hours equal to one(1) year experience. Supplemental Information Working Conditions: Work is performed primarily in an office setting. Work schedule may include evening and weekend hours. Travel may be required. While performing the duties of this job, the employee regularly is required to stand, walk, and sit; use hands to finger, handle or feel; reach with hands or arms; and talk or hear. Clarity of vision at short distance is required. May be subject to exposure to CRTs and VDTs.
