NCDOR - Developer/Programmer- ExpertThe mainframe Applications Group provides coding and production support for the IT supported Integrated Tax Administration System (ITAS) mainframe business applications systems in use at the North Carolina Department of Revenue. Work involves application programming and development, maintenance and support, application monitoring, and incident response. Group members participate on related application development projects, lead technical projects and initiatives, serve as technical subject matter experts, and ensure that customer needs are met through reliable systems.This position will provide analysis, programming, testing, implementation, and ongoing production operational support for the IT supported Integrated Tax Administration System (ITAS) mainframe business applications systems in use at the North Carolina Department of Revenue. The work to be performed is identified and prioritized in conjunction with the Department's business divisions, and is implemented using structured project and SDLC methodologies.Knowledge, Skills and Abilities Recommended:Demonstrated analytical skills and ability to develop and configure software applications and tools to solve complex problemsDemonstrated experience in Mainframe DevelopmentDemonstrated experience with COBOL, CICS, EasyTrieve, JCL, TSO/ISPF, DB2, SQL, and Z/OS and MVSDemonstrated experience in Project ManagementAbility to make determinations based on facts, identify problems, report potential problems, and assess options proactivelyAbility to understand customer needs, including the level of urgency, and translate them into appropriate automated solutionsAbility to ensure implementation of policies and proceduresKnowledge of SDLC methodologies, and the tools and techniques used in all phases of the Systems Development Life CycleKnowledge of best practices for secure applications developmentAbility to communicate technical terms and concepts to non-technical staff and clientsAbility to communicate effectively with all levels of management and in a timely mannerAbility to establish and maintain effective, positive, and productive working relationships with peers, superiors, subordinates, and customersManagement PreferencesFive years of progressive experience in computer programming and applications analysisKnowledge of Agile Project ManagementExperience with COBOL, CICS, Easytrieve, JCL, TSO/ISPF, DB2, SQL, Z/OS and MVSExperience with INSTALL/1ITIL Certification or knowledge of the ITIL FrameworkMinimum Education and ExperienceBachelor's degree in Computer Science, Computer Information Systems, Computer Engineering, Math, or Engineering or related technical degree from an appropriately accredited institution and two years of experience in business application consulting or development; or Bachelor's degree with some computer coursework from an appropriately accredited institution and three years of experience in business applications consulting or development; or Associate's degree in computer programming from an appropriately accredited institution and three years of experience in application consulting or development; or an equivalent combination of education and experience.Demonstrated knowledge of technologies including COBOL, CICS, Easytrieve, JCL, TSO/ISPF, DB2, SQL, Z/OS and MVS.
