Project and Position DescriptionThe Terminal 5 Renovation & Reconstruction (T5 R&R) Low Voltage Special Systems (LVSS) Project Manager reports to the T5 R&R Terminal Project Manager and is responsible for driving and overseeing the design and execution of all IT, special systems, and technology systems for the T5 R&R project. The T5 R&R LVSS PM provides oversight of the design-builder’s design and execution of IT disciplines per LAWA standards.This position will serve as the primary IT liaison and airport/owner representative for the T5 R&R project. The role will act as a bridge between the project and Information Management & Technology (IMT), managing the details required to execute this effort and ensuring rollout without impact to airport or airline operations. The successful candidate will demonstrate experience with large stakeholder interfaces while also managing the details that go into signage design concepts, installation, and activation.The Terminal 5 Program covers the full demolition and rebuild of the Terminal 5 headhouse and concourse, as well as various enabling scopes to vacate the existing building.Key Identifiers for the PositionProject Manager and Technical/Construction Leader with experience in an active/operating environmentKnowledge of IT design and construction practices and methodologiesAbility to manage projects within budget and schedule constraints while maintaining all required scope elementsSkilled in stakeholder engagement to identify, communicate, resolve, and fulfill needs while preserving the principles of project scope, schedule, and budgetKnowledge of design and construction contracting practices and methodologiesExperience with the project design life cycle from Concept to Project Definition Book to Permit to BulletinsExperience with the project construction life cycle from Pre-Construction to estimating/buyout to phasing to implementation to CloseoutAbility to assemble KPIs and decisions needed for governance and present them to others, including executive staffAbility to maintain excellent working relationships with design and construction professionals, promoting open communication and collaborative problem-solvingAbility to develop and maintain high team morale through professionalism, reflecting positively on the project team, external stakeholders, and LAWAEssential Job DutiesServe as primary liaison with ITM, directing and managing the T5 IT implementationResponsible for scope development and management to meet project goals and objectivesDevelop RFPs and oversee the procurement process for designers and contractorsProvide direction and management for assigned projects, ensuring on-schedule completion within or below budget in accordance with contractual obligationsPlan and define program goals, devising methods to accomplish them while developing in-depth knowledge of owner objectives, contract terms, and airport policiesDirect, supervise, and control the execution of all technical, fiscal, and administrative functions of the IT portion of the T5 R&R projectWork with team members and airport management to develop budgets, schedules, and plans for various project elementsOversee owner’s staff that manages full project delivery, including stakeholder interfacesManage project scope to meet or exceed goals and objectivesIdentify and evaluate options to resolve complex design, operational, or constructability issuesConduct field surveys and investigations to capture accurate conditions, enabling strategic design and construction decisionsMaintain documentation of approved project scope, including agreements, authorizations, reports, drawings, and specifications; ensure narratives and CAD representations are coordinated across key disciplinesCoordinate with T5 R&R Design Managers to resolve technical design issues, process RFIs, review shop drawings, oversee acceptance testing, manage approvals, provide interpretation of specifications, support commissioning activities, and manage punch listsCoordinate with the T5 R&R Sr. Design Manager on the Design Review Team (DRT) process through all phases of design, including significant changes during constructionLead and monitor efforts related to the permitting processOversee the construction process to eliminate obstacles and inefficienciesBecome thoroughly familiar with contractual obligations and technical aspects of all facilitiesEnsure all work complies with the latest approved plans and specifications, including changes, submittals, and RFIsCollaborate with designers, contractors, and stakeholders to plan construction activities, identify milestones, and set prioritiesMonitor progress, anticipate problem areas, and take preventative action to meet milestonesEnsure the use of safe construction practicesPrepare reports summarizing construction progress for senior managementReview change proposals for contractual compliance and fair market alignmentPrepare a monthly risk report for the Program BoardMonitor adherence to the Quality Assurance/Quality Control Plan and promote excellence through QA processesEnforce program requirements and review deliverables for complianceReview pay applications for accuracy and contract complianceDevelop and execute action plans to address potential cost overruns, delays, or scope changesEnsure timely documentation and administration of change ordersParticipate in coordination meetings with designers, contractors, and stakeholdersManage project closeout to complete documentation efficiently and avoid unnecessary costsMaintain safety performance above industry standardsProvide technical review of scope changesEstablish IT submittal approval procedures and ensure consistency of reviewsAudit project team IT comments and designer responsesProvide guidance on functional requirements in technical specifications and project documentsMonitor BIM production by IT designers and contractors in accordance with LAWA BIM Standards, the BIM Execution Plan, and project needsProvide technical support and coordination across TDIP project teams for program consistencyProvide technical support for adjacent LAWA projects to ensure accurate interfacesAssist in preparing and reviewing briefings, agendas, and materials for meetings, including Board presentations, Steering Committee meetings, stakeholder outreach, and other TDIP meetingsHardware/Software KnowledgeProficient in Microsoft Office Suite and BluebeamAbility to work in CAD or Revit preferredFamiliarity with digital content management systems and other airport IT systemsProfessional Experience Level / Other Qualifications10+ years of experience, preferably on airport projectsExperience with projects exceeding $50 million in valueExperience with multiple delivery methods, including Design-Bid-Build, Design+CMAR, and Design/BuildProven ability to perform in a management capacityExcellent written and oral communication skills, with thorough knowledge of industry practices and regulationsEducation/TrainingBachelor’s degree in Architecture, Aviation, Business, Engineering, Construction Management, Planning, or a related technical field requiredMaster’s degree preferredOptional certifications may include AAAE, LEED, PE, PMP, AICP, or other relevant licenses or certificationsElement-Specific Requirements / NotesMay assume other duties as requiredMay be required to work beyond regular shiftsMay be required to work various shifts as neededThis is not a remote/work-from-home positionAfter-hours or weekend work may be required and is considered part of the salary
