Job Title: Technical Program Manager - IT Infrastructure Modernization (Contract)Location: Oxnard, CaliforniaRole OverviewOur client is a large, mission-driven public sector organization undergoing a significant enterprise technology transformation. As a Technical Program Manager, you'll lead large-scale infrastructure modernization initiatives that strengthen operational resilience, improve scalability, and support the delivery of essential public services.This is a highly visible contract opportunity for an experienced program leader who thrives in complex technical environments. You'll oversee multiple interconnected infrastructure initiatives, align cross-functional teams around strategic objectives, and partner with executive leadership to deliver enterprise-wide modernization efforts with lasting organizational impact.Key ResponsibilitiesLead large-scale IT infrastructure modernization programs consisting of multiple interconnected projects and workstreams from planning through successful delivery.Establish program governance, ownership models, decision-making frameworks, and accountability across technical and business teams.Drive execution of infrastructure initiatives while ensuring alignment with enterprise architecture, operational objectives, and long-term technology strategy.Coordinate cross-functional engineering, infrastructure, security, and business teams to manage dependencies, schedules, and deliverables.Partner with executive stakeholders to provide clear visibility into program status, milestones, risks, and strategic outcomes.Manage third-party vendors, ensuring accountability for scope, quality, timelines, and overall performance.Proactively identify program risks, develop mitigation strategies, and resolve issues before they impact delivery.Develop and execute IT Change Management (ITCM) and Organizational Change Management (OCM) strategies that support successful technology adoption.Track program health through schedules, budgets, resource planning, milestones, and key performance indicators.Deliver infrastructure modernization initiatives while minimizing operational disruption and maintaining business continuity.Education & QualificationsBachelor's degree in Computer Science, Information Systems, Engineering, Business Administration, Public Administration, Communications, or a related discipline.6+ years of IT project and/or program management experience.2+ years leading enterprise programs consisting of multiple interconnected projects.Demonstrated success delivering complex IT infrastructure modernization initiatives.Strong understanding of Agile, Waterfall, Hybrid delivery methodologies, and PMBOK principles.Experience using enterprise project management platforms such as Jira, Microsoft Project, Planview, Clarity, Rally, or similar tools.Ability to successfully complete a comprehensive background investigation due to the nature of supported operations.Preferred ExperiencePMP and/or PgMP certification.Experience leading enterprise data center consolidation initiatives.Experience managing enterprise network modernization programs.Experience supporting Active Directory, ERP, or enterprise data warehouse implementations.Background leading technology RFPs, vendor evaluations, and procurement initiatives.Experience working within government, municipal, public safety, healthcare, or other highly regulated environments.Compensation, Benefits & Perks Pay Range: $75 - $100 per hourFlexible 9/80 work schedule.Every other Friday off.Opportunity to lead enterprise-scale technology modernization initiatives with significant organizational visibility.Collaborative environment focused on innovation, operational excellence, and long-term technology transformation.Why UsLead highly visible infrastructure modernization programs that directly support essential public services.Partner with executive leadership to shape enterprise technology strategy and drive meaningful organizational change.Manage complex, high-impact initiatives spanning multiple technical teams and stakeholders.Work in a collaborative environment where modernization, innovation, and operational excellence are top priorities.Make a lasting impact by helping build resilient, scalable technology infrastructure that supports the future of the organization.Enjoy the flexibility of a 9/80 schedule while contributing to mission-critical transformation initiatives.Applicants must be currently authorized to work in the United States on a full-time basis now and in the future.
