Senior Java and Database Developer - GIS and ArcGIS

Job Overview: We are looking for a Senior Java and Database Developer to join Georgia's Child Welfare technical team, focused on designing, coding, testing, and debugging custom GIS applications within Esri ArcGIS Enterprise environments (10x, 11x). This role supports enterprise applications deployed within SharePoint sites, integrated with .NET applications and GDOT databases (Oracle, SQL Server) and data warehouses, with reporting capabilities through tools like OBIEE, Data Visualizer, and Power BI. The ideal candidate brings extensive development and support experience to ensure robust, secure, and maintainable solutions. Key Responsibilities: Develop and customize web, mobile, and enterprise GIS applications. Create geoprocessing and GIS web services. Conduct system performance and integration testing. Maintain, upgrade, and migrate GIS applications/services. Provide end-user support and create documentation. Collaborate closely with development teams, architects, and business units. Translate business needs into secure and maintainable development solutions. Work Conditions: 40-hour work week with start times between 7:00 - 9:00 AM ET, Monday to Friday. Hybrid work environment preferred; local candidates prioritized. Must adhere to state standards, policies, and best practices. Contract extends to the fiscal year-end, with the option for annual renewal. Travel expenses are reimbursed according to state policy; however, relocation expenses are not covered. Requires a personal cell phone for business use; parking and commute costs are the consultant’s responsibility. Observance of 13 state holidays; consultants are restricted from working on these days without prior approval. Skills and Qualifications: Required: 6+ years in programming/application development. 6+ years with PL/SQL, SQL, Python scripting (beyond ArcPy). 6+ years with Esri JavaScript API (widget development). 4+ years in ArcGIS Server services and GeoProcessing. 4+ years with ArcGIS Online, ArcGIS Portal, Hub/Community as Administrator. 3+ years with HTML, CSS, XML, Git, JavaScript frameworks (e.g., Dojo, Kendo UI, Angular). Bachelor’s degree in GIS, Geography, Computer Science, or related field. Strong communication skills, both technical and non-technical. Proficient in geospatial and mapping concepts, IT security in Esri tech. Highly Desired: Geodatabase administration in a multi-user environment. Familiarity with Esri Geoevent Processor, Roads and Highways, Image Server. ArcPro add-in development experience. Certifications like URISA GISP or Esri Enterprise Certification. Desired: Experience with FME and cloud or service-oriented architecture. Job Type: Contract Pay: $54.08 - $56.20 per hour Schedule: 8 hour shift Work Location: In person
