Certified Payroll Specialist
Job Title: Certified Payroll SpecialistJob DescriptionThe Certified Payroll Specialist is responsible for ensuring that all certified payroll and prevailing wage requirements are processed and reported in accordance with Federal, State, and local laws and in compliance with customer contracts. This position will support and back-up the payroll function and report to the HR Manager.ResponsibilitiesEnsure compliance with federal, state, and local prevailing wage laws as well as with contractual obligations relating to certified payroll, including responding to auditor or compliance officer questions and document requests as necessary.Review job startup packages for certified payroll and prevailing wage requirements. Work with project managers and customer and subcontractor compliance officers to ensure that all job and/or subcontractor startup paperwork is completed and submitted timely and accurately prior to job start date.Coordinate and interface with both internal and external personnel as necessary to ensure an in-compliance status on all company jobs, including but not limited to customers, general contractors, subcontractors, government agencies, labor unions, etc.Responsible for calculation of the company’s prevailing wage rates, fringe benefits and compliance with wage determination letters in a multi-location environment.Submit and/or upload compliance documentation to Labor Compliance Programs, or other similar agency or customer-specific payroll tracking systems.Perform all payroll reporting, filing, maintenance, and/or data entry of payroll compliance-related documentation.Analyze current certified payroll policies and procedures and recommend best practices for efficiency and accuracy. Develop and document processes.Assist with research of federal, state, and contract-specific requirements for the company for bid preparations relating to payroll, prevailing wage, living wage, and other payroll law.Manage Department of Labor and client certified payroll audits.Perform audits of subcontractor certified payroll submissions.Support and back-up the payroll function.Essential SkillsAbove average skills using MS ExcelA problem-solving self-starter with the ability to work independently within a team of professionalsOperate with a high degree of confidentialityReliable attention to detail and complete commitment to the quality of work performedExcellent verbal and written communication skillsProactive and independent with the ability to take initiativeExcellent time management skills with a proven ability to meet deadlinesWillingness to work overtime as neededAdditional Skills & QualificationsPreferably 3+ years of relevant experience in multi-state, prevailing wage rate, and certified payroll environmentBachelor’s Degree preferred, however, experience in lieu of a degree will be consideredCPP/FPC certification or equivalent preferredMust possess a thorough knowledge of Federal and State prevailing wage laws, calculating, validating, and reporting prevailing wage rates, fringe benefits, and certified payroll hoursPaylocity knowledge a plusKnowledge of how to calculate fringe benefitsWork EnvironmentThis is a full-time, on-site role, with typical hours of 8am-5pm.About Aston CarterAston Carter provides world-class corporate talent solutions to thousands of clients across the globe.
