The Billing Manager will manage all aspects of the billing department and collaborate with project managers, program managers, accounting, contracts, and procurement teams. The ideal candidate will be detailed and compliance-oriented, highly self-motivated, an effective communicator, exhibit strong people leadership, experienced with process improvement and cash collection oversight. The Billing Manager will be fully responsible for overseeing the end-to-end billing and collections functions for HGL and will manage a high-performing billing team. Candidates will work in office in Reston, VA while they are training, and then will shift to a hybrid work schedule. Responsibilities/Duties WHAT YOU'LL BE DOING Lead the development, modification, and implementation of policies and procedures to ensure timely and accurate billing of government and commercial customers. Monitor and review all billing activities for government and commercial contracts, including Cost-plus, T&M, FUP and Fixed Price contracts. Ensure current billing practices comply with FAR, DFARS, agency-specific requirements and contract terms through review of contract awards, setup of billing in accounting system, and consistent QC of billings prior to submission through electronic systems such as WAWF, IPP or other agency portals. Assist billing staff in the preparation of closeout invoices and paperwork as needed for projects, confirming the adherence to due dates and customer requirements. Manage a team of billing staff, including regular training and development to foster growth of staff along with dissemination of information pertinent to successful job performance. Manage AR reporting and prepare weekly reports for the CFO, Controller and Assistant Controller with comprehensive notes. Communication with clients, project managers and program managers to ensure timely AR collections and resolution of billing issues in a timely manner. Monitor aging reports, identify delinquent accounts, and develop action plans to reduce DSO. Serve as the primary escalation point for billing disputes and delayed payments, using judgement to escalate issues to proper levels as needed. Identify potential billing issues with review of costs vs. ITD billed to ensure all costs have been billed for cost type projects. Working closely with the Controller or designee, provide support and engagement to audits and production of the ICS. Participate in special assignments as needed. Required Skills WHAT YOU NEED TO BE SUCCESSFUL The ideal candidate will need the following as a foundation for success in this role: Minimum of 10 years’ of progressive experience of billing in the government contracting industry. 3+ years of people management experience with demonstrated success leading teams. Strong knowledge of FAR/DFAS and government billing requirements with proven experience managing collections and resolving complex billing disputes. Bachelor’s degree in Accounting, Finance, or related field is preferred. Equivalent combination of education and work experience will be considered. Strong computer proficiency with demonstrated expertise in MS Office, especially MS Excel. Excellent verbal and written communication skills. Strong organizational skills and attention to detail. Ability to manage multiple priorities in a fast-paced, deadline-driven environment. Ability to work both independently and collaboratively within a team. WHAT YOU NEED TO STAND OUT – Preferred, not required Experience with Deltek Costpoint billing module strongly preferred. Experience developing cost spreadsheets for federal government proposals. Knowledge of cost proposal requirements in federal IDIQ solicitations and task order RFPs. Experience in a multi-contract, multi-agency government contracting environment. Demonstrated success improving DSO and cash flow metrics. Experience supporting audits (DCAA, internal or external). Contracts experience / familiarity with interpretation of contracts from different entities (federal, state or local). This position's final salary can be impacted by various factors including, but not limited to, contractual requirements, geographic location, job-related education, training, experience, and skills.
