Technical Program Manager

Job Title: Technical Program ManagerLocation: Mountain View, CA (Hybrid – 3 Days Onsite, 2 Days Remote)OverviewWe are seeking an experienced Technical Program Manager to lead enterprise-wide release management, operational programs, cloud financial operations, and business/vendor management initiatives. The ideal candidate will have strong experience driving complex cross-functional technical programs, release governance, cloud technologies, and stakeholder management.Key ResponsibilitiesRelease Management & GovernanceOwn the end-to-end release lifecycle including planning, scheduling, readiness, deployment, and rollout strategy.Build and maintain integrated release calendars across multiple product portfolios.Coordinate release trains and manage cross-team dependencies.Establish quality, compliance, and security gates for releases.Maintain release documentation, communications, rollback plans, and contingency strategies.Identify, track, and mitigate release risks.Drive automation initiatives, CI/CD adoption, and deployment process improvements.Large-Scale Program ManagementLead multi-quarter, cross-functional technology initiatives and enterprise transformation programs.Develop and maintain roadmaps, dependency maps, migration trackers, system inventories, and decision logs.Facilitate executive reviews, status meetings, stakeholder forums, and risk reviews.Resolve program blockers and escalate issues with clear impact assessments and recommendations.Cloud Financial Operations (FinOps)Partner with Engineering and Finance teams on cloud cost tracking and governance.Support cloud cost forecasting, budgeting, allocation, and monthly variance reporting.Maintain cloud tagging standards and cost allocation accuracy.Track cloud optimization initiatives and measure realized savings.Support recurring budget reviews and financial planning activities.Business & Vendor OperationsManage workforce reporting, resource planning, and hiring pipeline updates.Coordinate annual and quarterly planning cycles.Perform compliance reviews and operational audits.Create and manage Purchase Orders (POs) and Statements of Work (SOWs).Monitor vendor contracts, renewals, invoices, and service agreements.Coordinate contractor onboarding and offboarding activities.Required Qualifications10+ years of Technical Program Management, Release Management, or related experience.Proven experience delivering complex enterprise-wide technical programs.Strong understanding of SDLC, Agile, DevOps, CI/CD, release governance, and software delivery practices.Experience with AWS, Azure, or Google Cloud Platform (GCP).Knowledge of container technologies including Docker and Kubernetes.Strong technical acumen with the ability to understand system dependencies and business impact.Excellent stakeholder management and executive communication skills.Strong planning, reporting, documentation, and risk management capabilities.Advanced analytical and reporting skills.Ability to work effectively in highly ambiguous and fast-changing environments.Preferred QualificationsExperience with FinOps practices and cloud cost management.Experience with cloud financial management platforms such as CloudHealth, Apptio, or similar tools.Procurement, SOW, PO, invoice management, and vendor operations experience.PMP, ITIL, SAFe Release Train Engineer (RTE), or equivalent certifications.Top SkillsPMP, ITIL, or SAFe Release Train Engineer CertificationCloudHealth, Apptio, or similar cloud financial management platformsFinOps, Cloud Cost Management, Forecasting, and Cost AllocationSDLC, Agile, DevOps, CI/CD, and Release GovernanceAWS, Azure, or GCP Cloud PlatformsProgram Governance, Stakeholder Management, and Enterprise Release Management
