Job DutiesDirects projects pertaining to manpower and force management practices, systems, and administrative and operational plansPrepares budgetary estimates and justifications to obtain program fiscal resourcesPlans work to be accomplished by subordinates, sets priorities, schedules completion, provides guidance and assistance, resolves policy issuesActs as program director for the Commander, USACE, for the manpower aspects of the Corps military and civil works programs missionsDevelops manpower program goals and objectives for all Corps missionsServes as the USACE Commander's principal staff advisor (through organizational channels), for establishing and reviewing stated manpower requirements, and distributing authorized military/civilian manpower resourcesMakes decisions on work problems presented by subordinate staffDevelops proposed revised techniques, methodologies, and procedures for special studies and mission organization studiesUtilize various Corps manpower management systems to implement automation and establish requirementsDevelops Command policy and guidance concerning manpower planning, programming, budgeting, allocation, utilization and reporting
