Learn more about this agency Duties Help The primary purpose of this position is: To serve as the United States Air Force Warfare Center (USAFWC) Joint Data Network Officer (JDNO) located in the Shadow Operations Center-Nellis (805 CTS) with responsibility specified in CJCSM 3115.01 for providing communications support for C2 systems, modeling and simulations systems, local/wide area networks, long-haul communications, links & nodes and secure voice and video teleconferencing systems. Serves as United States Air Force Warfare Joint Data Network Officer (JDNO) and technical advisor to leadership on operation, maintenance, and configuration of the air and space Common Tactical Picture (CTP).Manages United States Air Force Warfare Center Data Link & Network Design for operations testing and training of Department of Defense (DoD) JADC2 objectives.Serves as United States Air Force Warfare Center/ShOC-N Joint Data Network Officer (JDNO) Data Link Subject Matter Expert.Directs feasibility studies to identify and analyze Data Link and Network Systems failures. Qualifications Conditions of Employment: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.Position is designated special-sensitive, and incumbent requires a TOP SECRET security clearance with access to Sensitive Compartmented Information (SCI), and a current SSBI or equivalent. A non-disclosure agreement must be signed.Positions for which information security is an additional duty: This position may include information assurance (IA) work as an additional duty. Per DoD 8570.01-M, the recipient of this additional duty must achieve the appropriate IA certification within six months of assignment of these duties. A waiver of this six month requirement may be granted per DoD 8570.01-M, C3.2.4.2 or C3.2.4.3. Failure to receive the proper IA certification may result in the reassignment of this additional duty to another employee within the organization.In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Miscellaneous Administrative and Program Series 0301. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes expert knowledge of, and skill directing, multi-domain battle-lab tactical data link activities sufficient to advise on operation, maintenance, and configuration of the air and space Common Tactical Picture (CTP); manage execution of data link applications and architecture; and provide functional managers resolution to complex data link system problems. Ability to interpret complex engineering drawings, specifications, and other technical data to perform detailed analysis on assigned systems/equipment. Comprehensive knowledge of laws, policies, regulations, directives, precedents, and military command structures at the tactical and operational levels. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of Joint Interface Control Officer (JICO) concepts, principles, and practices of specific systems/equipmentKnowledge of the mission, roles, functions, organizational structures and operations of Coalition, Joint and Air Force data link capable weapon systems to provide guidance for joint interface control operationsKnowledge of required security and safety regulations, practices, and proceduresSkill in analyzing and interpreting engineering drawings, technical manuals, and technical data; as well as identifying and analyzing complex technical problems and developing innovative solutionsAbility to plan, organize, and direct the functions of an organization and subordinate organizations; and reprioritize work to meet changing deadlinesAbility to develop and conduct training to ensure proper operation of data link systems/equipment; and communicate well, both orally and in writing; skill in providing technical advice in the form of oral and written briefings, reports, and recommendations to senior leadership and technicians PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
