The Oregon Military Department is recruiting for an Natural Resources Specialist 4 (Environmental Compliance Manager). This is a permanent full-time state position located in Salem, Oregon. This position is represented by the American Federation of State, County and Municipal Employees’ (AFSCME) union. What You Will be Doing Manage compliance programs for the agency in dealing with hazardous waste management, environmental inspections/enforcement, and environmental training. Coordinate hazardous waste characterization, disposal and record keeping activities. Assist with petroleum spill plan compliance and training. Develop and conduct environmental trainings for a diverse audience around the state. Perform compliance inspections under the Environmental Performance Assessment System established by National Guard Bureau; plan and conduct annual internal performance inspections for agency facilities; develop appropriate corrective action to resolve compliance issues and manage an NGB-mandated Installation Corrective Action Plan. Working Conditions Incumbent works in a politically sensitive setting, under own initiative and supervision of Environmental Program Manager. Frequent coordination with stakeholders is mandatory to ensure program initiatives and efforts are aligned to agency mission strategies and execution. Extra hours are often required, as is frequent overnight travel throughout the state. Work is often conducted in a field environment or at agency facilities, with possible inclement weather conditions, the presence of environmental, safety, and occupational health hazards, loud noises, hazardous chemicals, and the presence of air contaminants. Incumbent is required to participate in NGB-sponsored training and workshops to ensure understanding of applicable policy and to meet operational requirements. Out of state travel is often necessary to meet this need. What You Need to Qualify Five (5) years of experience in a natural resource or hazardous materials program, dealing with regulatory requirements and interpreting regulations, hazardous waste testing and evaluation, or hazardous Waste disposal, or closely related experience dealing with hazardous materials. At least one year of the experience must be at a technical or professional level performing activities in a natural resource program such as researching and analyzing data, conducting investigations, applying pertinent laws and regulations, or coordinating and monitoring project activities; -AND- A Bachelor's Degree in Environmental Science, Chemistry, Geology, Natural or Earth Sciences or closely related environmental field, or three (3) additional years of related (pertinent) experience. NOTE: A Master's degree in Environmental Science, Chemistry, Geology, Natural or Earth Sciences or closely related environmental field will substitute for up to one year of the required experience. NOTE: A Doctorate degree in Environmental Science, Chemistry, Geology, Natural or Earth Sciences or closely related environmental field will substitute for up to two years of the required experience. Additional Requirements Must possess and maintain a valid driver's license and acceptable driving record. Requested Skills/Experience Experience with Environmental inspections. Hazardous Waste Management/Disposal Experiene with Hazardous Waste storage and record keeping. Developing and/or maintaining a Hazardous Waste inspection program. Preparing compliance determinations and recommendation reports. Experience with public speaking and/or teaching Experience with spill response/clean up.
