Supervisory Mobility Transportation Specialist

This position is located in the Veterans Transportation Service (VTS) at the Corporal Michael J. Crescenz Department of Veterans Affairs Medical Center in Philadelphia, PA.THIS IS NOT A VIRTUAL POSITION, YOU MUST LIVE WITHIN OR BE WILLING TO RELOCATE WITHIN A COMMUTABLE DISTANCE OF THE DUTY LOCATION*Manages the Veterans Transportation Program at the facility which provides safe and reliable transportation to Veterans who require assistance traveling to and from VA health care facilities and authorized non-VA health care appointments within the Medical Center's catchment area;Orchestrates travel for eligible enrollees through mileage reimbursement and contracted travel modes;Plans, develops, evaluates, markets and directs key administrative activities in multiple programs related to transportation system for Veterans, active duty service members, Caregivers and others in metropolitan and rural/remote rural areas, especially those which are disabled, frail, elderly or receiving life dependent treatments (dialysis, chemo therapy, radiation therapy, etc.);Conducts complex and special studies for efficiency and productivity and recommends changes or improvements in work methods and procedures;Identifies resources (staffing, funding, equipment, facilities) required to support varied level of program operations;Manages transportation budget, analyzes organizational budgets, and provides advice and recommendations to Medical Center management, as appropriate, including critical budget areas and all Transportation program matters;Serves as Contracting Officer Representative for all transportation contracts, including common carrier, special mode, ambulance, and air ambulance;Provides consistent and effective outreach to community transit authorities;Coordinates the preparation and submission of recurring monthly, quarterly and annual performance improvement reports, management briefings, summaries, and a wide variety of nonrecurring reports;Assures performance measures and standards issued by various accrediting, regulatory, and higher agency authorities;Performs the full range of supervisory responsibilities to include but not limited to establishes guidelines and performance expectations for staff; observes and evaluates employees' performance; provides advice, counsel, and instruction to employees on both work and administrative matters; hears and resolves minor complaints and grievances; reviews, approves or disapproves leave requests; adjusts work procedures among staff according to workload, etc.;Assures that all transportation staff obtains and maintains appropriate licenses, certifications and training appropriate for each position; and,Performs related duties as assigned.Work Schedule: Monday through Friday, 8:00am - 4:30pm.Recruitment & Relocation Incentives: Not authorized.
