Procurement Specialist – Public Bid & Materials Logistics Location: Tampa, FL (Office-Based) Compensation: Salary + Commission Company: Dirt On Demand Dirt On Demand is expanding its procurement and logistics team with a driven Procurement Specialist focused on identifying, pursuing, and securing public bid opportunities for the delivery of fill, aggregates, and construction materials across Florida and the Southeastern United States. This role is ideal for someone who thrives in a fast-paced environment, understands the nuances of public procurement, and can translate bid opportunities into profitable, well-coordinated hauling operations. Key Responsibilities Identify, track, and pursue public bid opportunities with municipalities, counties, state agencies, and federal entities. Prepare, submit, and manage bid packages, ensuring compliance with all procurement requirements. Build and maintain relationships with procurement officers, project managers, and agency stakeholders. Analyze bid specifications, material requirements, and delivery schedules to develop competitive pricing strategies. Coordinate with internal logistics teams to plan short-trip hauling, dispatching, and material delivery operations. Source and negotiate pricing with pits, quarries, and material suppliers across Florida and the Southeast. Maintain an active pipeline of opportunities and provide weekly reporting on bid status, wins/losses, and revenue forecasts. Support contract execution, including documentation, compliance, insurance, and subcontractor coordination. Collaborate with leadership to refine procurement strategy and expand Dirt On Demand’s footprint in public-sector materials delivery. Required Experience & Qualifications 3–5+ years of experience in public procurement, government contracting, or public-sector bidding. Strong working knowledge of construction materials, aggregates, fill, and short-trip hauling logistics. Experience with DOT, county, and municipal procurement portals and bid submission processes. Ability to read and interpret bid documents, technical specifications, and contract requirements. Strong negotiation skills and supplier relationship management experience. Excellent communication, organization, and deadline management abilities. Proficiency with Microsoft Office; expert level skill set in Microsoft Excel.
