Administrative Services Director II - Construction Contracting
Overview
The Contract Administration Bureau at the Agency of Transportation is searching for an Interim Construction Contracting Supervisor. Under the general supervision of the Chief of Contract Administration, this position oversees the administrative services necessary to procure construction services and ancillary agreements. Work includes the review and maintenance of administrative policies, procedures, goals, objectives, and strategic priorities. The specific Construction Contracting programs assigned to this position may include, but are not limited to, Design-Bid-Build, Vendor Prequalification, Alternative Contracting, Rail & Aviation, Facilities, Indefinite-Delivery-Indefinite-Quantity, and Job Order Contracts. Experience with the State of Vermont procurement requirements is preferred. Experience with Federal procurement requirements is required.
The Administrative Services Director will function as the Interim Construction Contracting Supervisor and will work closely with management, direct reports, and other departments to coordinate and integrate services, resolve issues, develop joint procedures, and maintain the various IT solutions used. Existing IT solutions include, but are not limited to: Construction Management System (ExeVision), SalesForce, SharePoint, and various software developed in-house. If necessary, training in these IT solutions will be provided. However, the applicant's PC and Microsoft Office Suite capabilities must be advanced.
It is expected that this position will oversee as few as two or as many as six Construction Contracting staff members by directing and evaluating their work. Other duties as assigned may include, but are not limited to, assist in the determination of appropriate staffing levels and recommend management and coordination of staff, represent the Construction Contracting Section, Contract Administration Bureau, Finance & Administration Division, and/or the Agency of Transportation when dealing with other departments, agencies, private businesses, community groups, and organizations, appear before or serve on boards, task forces, or committees, assist in the review of legislative matters or testify at the state level concerning proposed legislation and programs, develop Section, Bureau, Department, or Agency position statements for presentation to governing bodies, agencies, and departments, performs special assignments and related duties as directed.
This is an interm position set to last through December 2025.

Minimum Qualifications
Master's degree in accounting, business or public administration, office administration or a related field AND one (1) year or more of professional-level experience performing and supervising (directly or indirectly) administrative functions for a moderate sized office, department or agency.
OR
Bachelor's degree in accounting, business or public administration, office administration or a related field AND three (3) years or more of professional-level experience performing and supervising (directly or indirectly) administrative functions for a moderate sized office, department or agency.
OR
Bachelor's degree AND five (5) years or more of professional-level experience performing and supervising (directly or indirectly) administrative functions for a moderate sized office, department or agency.
OR
Two years of full-time college coursework or associate's degree AND seven (7) years or more of professional-level experience performing and supervising (directly or indirectly) administrative functions for a moderate sized office, department or agency.
OR
High School diploma or equivalent AND nine (9) years or more of professional-level experience performing and supervising (directly or indirectly) administrative functions for a moderate sized office, department or agency.
OR
One (1) year or more of experience as an Administrative Services Director I with the State of Vermont.
Special Requirements
For some positions experience working with the VISION system (VISION is the State of Vermont PeopleSoft financial management system) may be required.
