Civil Engineer IV - Utilities
The City of Norfolk's Department of Utilities is seeking qualified candidates for a Civil Engineer IV in our Engineering & Technology Division. A Civil Engineer IV performs engineering and project management of municipal infrastructure projects. The work involves coordinating the design and construction of utilities-related capital improvement projects. A Civil Engineer IV may directly supervise more junior engineers.
Essential functions include but are not limited to
Manage complex design, construction, repair, and demolition projects related to Department of Utilities assets, including dams and reservoirs, water treatment plants, raw and drinking water distribution and transmission mains, gravity sewers and wastewater force mains, water and wastewater pump stations, water storage tanks, operational support facilities, and incidental infrastructure construction and repair.
Develop requirements for infrastructure recapitalization; manage and track capital improvement budget for assigned projects. Administer construction project-related documentation requirements including certified payrolls, Davis-Bacon and Related Acts, American Iron and Steel, Erosion and Sedimentation control, and other state and federal programs.
Develop Requests for Proposal (RFP) and manage Indefinite Delivery and Indefinite Quality (IDIQ) contracts. Independently develop scopes of work and estimated costs and schedules, negotiate scope and costs on behalf of the Department, prepare and execute task orders, and provide technical review of consultant work products. Provide oversight of construction projects, supply technical input on construction-related issues, and review and validate change order requests.
Perform site plan reviews associated with utilities capacity, availability, and connections. Check site plan computations, quantities, and details for compliance with standards. Interface with developers and internal City staff members as required to address utilities issues.
Provide technical support to field inspection, operations, and production staff in other divisions, departments, and agencies. Perform site inspections to determine the most satisfactory engineering solution to field problems.
Employ various design and construction standards, including AWWA standards, Virginia Uniform State Building Code, SCAT regulations, HRPDC regional construction standards, HRSD regional design standards, and Norfolk specific design criteria.
Represent the division in meetings with architectural & engineering firms, consultants, contractors, civic leagues, elected officials, federal and state regulators, and the public, as well as with departmental and other City employees. Represent the City and the Department on interagency and inter-departmental committees, boards, and task forces.
As a senior engineer within the Engineering & Technology Division, participate in long- and short-term planning and process review and improvement. Communicate effectively, both orally and in writing, with an array of individuals ranging from management level to field crews.
Utilize computer-based databases and modeling software to improve system operations.
Perform full range of supervisory duties for assigned staff members, including providing input on hiring/disciplinary actions and work objectives/effectiveness. Provide technical guidance and mentoring to more junior staff.
Work requires specialized knowledge in a professional or technical field. Work requires professional level of knowledge of a discipline equivalent to that which is acquired in a Bachelor's degree-level of study. A Master's degree is preferred.
Five years of experience as an Engineer.

Professional level of knowledge of civil engineering equivalent to that which is acquired in a Bachelor's degree-level of study.
Master's preferred.
Valid Driver's License, Virginia Professional Engineer's License (P.E.)

This position is designated as an 'Essential' position and you may be required to work extended, rotating, on call, nights, weekends, and/or holidays in response to emergencies or severe weather.
