Application must be completed in full.Position Summary:Playing an integral role in driving and supporting our business goals and objectives for sustainable growth, assists Port Houston departments with vendor contracting issues and procuring cost efficient goods and services.Key Responsibilities/Duties:Oversee daily operations of the procurement process; facilitate meetings, approve purchase orders, and process solicitation-change requests, addenda, and change ordersManage execution of daily solicitation review and related documentation through the procurement life cycleReview and expedite issuance of purchase orders (POs) and contracts for new ordersAssist key stakeholders both during the requirements analysis stage of a solicitation, bid process, and during contract administrationCreate and write solicitation specifications for competitive bids and proposalsUtilize a complete understanding of fiscal controls, procurement law and best practices, and contract ethicsEnsure contract-related documents are accurate, error free, and protect the best interests of Port HoustonConstruct, interpret, and enforcement of solicitation related documents and processesDevelop proposed ways to improve solicitation related documentsMaintain electronic and hard copies of all contract-related documentsLead internal project activities, such as audits, updating process and procedures, and other special projectsCreate procurement processes and policiesParticipate and present procurement topics at external eventsProvide ad hoc and customized reporting on the status of solicitations/contractsMitigate potential risk and liability to Port HoustonSupervise and manage all aspects of contract administration and small business administration functions including preparation of monthly, quarterly, and year end reportingOversee direct reports and provide guidance in accomplishing work objectivesAct in accordance with Port Houston core values (respect, excellence, accountability, diligence, and you)Perform related duties as requiredEducation/Experience:Bachelor's degree in Business Administration, Economics, Finance or related major in a public or accredited private academic institution requiredMaster's degree or Juris Doctorate preferred5+ years of related experience in a similar role requiredPrevious supervisory experience preferredCertified Contract Manager preferredKnowledge, Skills, Abilities and Behaviors:Knowledge of strategic procurementKnowledge of and experience in providing counseling concerning the full range of laws, policies, directives, and practices applicable to public contracting and fiscal issuesKnowledgeable in applicable statutory requirements, and industry best practicesKnowledge of Business and Management Principles involved Strategic Planning, Resource Allocation, Leadership Techniques and Coordination of People and ResourcesExcellent oral and written communicator with exceptional time management,organization, and follow-up skillsCustomer service skillsNegotiation skillsOrganization, time management, judgment, decision making, and critical thinking skillsSuperior analytical and problem-solving abilitiesAbility to understand and interpret the technical concepts of solicitations, performance work statements, and contracts and the ability to communicate these concepts to key personnel in an articulate mannerAbility to prioritize multiple competing tasksKey Competencies Required:Aligns Organizational ResourcesAnalytical Problem SolvingBuilding TrustEffective CommunicationStrategic Decision MakingManages ConflictThis work site location of this job is:Port Houston Administration BuildingWork Environment:The work environment characteristics described here are representative of those an employee encounters while performing the essential functions of this job.
