Systems Architect
Systems Architect assists with the design and development of current WisDOT internal businesssystems, working with the CHEMS Lead. Possesses experience in software design and developmentwith a focus on the integration of internal business systems across multiple functional areas, notablyfinance/accounting, financial transaction processing, supply chain transaction processing, etc. Thisposition will work with general supervision and priorities will be coordinated & approved by theCHEMS Lead. Will be required to transition Counties from their current software packages to theCHEMS system. Possesses experience in design and integration of business applications andenterprise IT infrastructure. Designs IT infrastructure components and architecture. Experience withdesign and development of custom modules/solutions and the integration of these components withpackaged solutions. Proven methodology experience for complex systems integration projects anddemonstrated ability to achieve deliverables on time and on budget. Systems Architects capabilitieswith 5 or more years of experience, relies on experience and judgment to plan and accomplishgoals, independently performs a variety of complicated tasks, a wide degree of creativity andlatitude is expected.Systems Analyst Specifics:The contract developer will implement, support, maintain and enhance the County HighwayExpenditure Microcomputer System (CHEMS) and CHEMSPRO (GUI version) that is in the processof being implemented. The individual needs to be familiar with WisDOT, DTSD, Bureau of HighwayOperations (BHO) project and activity accounting and business practices. The individual will alsohave an extensive background in software analysis, design, development, testing andimplementation. The candidate will have a broad range of networking infrastructure knowledge andexperience. Great communication skills, problem solver attitude, and the ability to workindependently are required.The contract developer is expected to provide, or be able to perform, the following to support theexisting CHEMS system:Description• Work on team to upgrade CHEMS from Delphi 2007 to 2011• Participation in virtual State-wide meetings to support and enhance CHEMS• Software and system enhancements to the existing Oracle version 19c database• Import/export integration programs to transfer data in and out of CHEMS• Release management for periodic CHEMS software releasesTo support our Oracle and Delphi-based financial package, the ideal candidate would have soundknowledge in the following areas:• Delphi programming experience using RAD Studio 2007+ and/or 2011• SQL/PL SQL experience• GitHub• Object-orient programming languages using Virtual Component Library (VCL)• MS Windows 11 Enterprise• Windows Server 2015+• The contractor must also have extensive knowledge of a Windows-based application target platform and softwaredevelopment tools• Oracle RDBMS• Oracle DB Admin Tools, Enterprise Manager• Experience with Design & Code walkthroughsCandidates who may be lacking experience in an area above will have the opportunity to be mentored/ groomed byour lead IT Consultant.Additionally, the following are not required but nice to have:Experience with Financials applications (will be supporting WisDOT custom written solution)Third-party data access software packages such as ASTA or RemObjects' Data Abstract Oracle development experience building triggers and/or packages SQL Developer or similar Oracle ToolThis resource will confirm priorities from the lead IT Consultant; however, the individual can expect tooperate independently from a remote work location.
