Director of Property, Planning, and Energy

POSITION SUMMARY The Director of Property, Planning, and Energy is responsible for providing strategic leadership, direction, and management for all district-wide functions related to property acquisition/disposition, long-range facility master planning, enrollment projections, and comprehensive utilities management and energy conservation programs. This role ensures compliance with all local, state, and federal building codes, regulations, and environmental standards.ESSENTIAL DUTIES & RESPONSIBILITIESProperty ManagementReal Estate Management: Oversee all real property matters, including the acquisition and sale/disposition of land, facility leasing, easements, and property usage agreementsShort-term rentals of all facilities, utilizing software system and tracking of feesOversight of maintenance of excess propertiesFacility and Enrollment Planning Long-Range Master Planning: Develop, maintain, and update the district's long-term Facilities Master Plan based on demographic data, enrollment projections, educational specifications, and facility condition assessmentsDemographics and Boundaries: Coordinate student demographic analysis, enrollment forecasting, and the planning process for school attendance boundaries (rezoning) to ensure equitable facility utilizationFunding and Finance: Identify, pursue, and manage funding sources for facilities projects, including local bonds, state grants (e.g., State School Facility Programs), and developer mitigation feesEnergy and Sustainability Management Energy Conservation: Develop, implement, and monitor a comprehensive Energy Management Program to reduce utility consumption and operating costs across the districtSystem Management: Oversee the operation and optimization of Building Management Systems (BMS) and Energy Management Systems (EMS), including HVAC and lighting controlsReporting and Analysis: Analyze utility usage trends, review and negotiate utility rate schedules and contracts, and pursue sustainability initiatives and related funding opportunities (e.g., solar, clean energy grants)General/Other Duties Required to have prompt, regular attendance in person and be available to work on-site during regular business hours and as neededPerform other duties as assigned by the appropriate administrator or their representativeAPPLY HERE KNOWLEDGE, SKILLS & ABILITIES Ability to develop clear, data-driven presentations for executive leadership, governing boards, community stakeholders, and external partners, translating complex property, planning, energy, and financial concepts into accessible, decision-ready information.Excellent written and oral communication skillsComputer proficient with strong proficiency in Microsoft OfficeAbility to understand and communicate basic statistical analysisDetail oriented with excellent planning and organizational skillsAbility to manage time with flexibility and little supervisionProven ability to coordinate within all levels of district managementConsistently demonstrating the ability to effectively manage projectsExcellent interpersonal skillsAbility to interact and partner with various levels of management, staff, faculty and outsideMIMIMUM QUALIFICATIONSEDUCATION:Bachelor's degree in related field requiredMaster's degree in a related field preferredAdditional years of equivalent professional experience may be considered in lieu of the degree requirementCERTIFICATION/LICENSE:American Institute of City Planning (AICP) preferredEnergy Management Certification preferred (e.g., Certified Energy Manager (CEM) or equivalent)WORK EXPERIENCE:5 years of progressively responsible experience with the management, acquisition and disposition of real property, enrollment forecasting/planning, K-12 facilities planning, utilities/energy management and related support functions required3 years of supervisory or management role requiredDemonstrated experience with Energy Savings Credits (ESC) or comparable energy efficiency incentive programs, including identification, documentation, implementation, and reporting of qualifying energy conservation measuresExperience working with internal user groups, school-based customers and/or community groupsExperience in K-12 education or public sector preferredAPPLY HERESALARY INFORMATIONPay Grade : 137Work Days: AnnualPOSITION INFORMATION:FLSA Status: ExemptEmployment Category: At-WillReports to: Senior Executive DirectorPHYSICAL ABILITIES AND WORKING CONDITIONSVision: Ability to read small print and view a computer screen for prolonged periods.Hearing: Ability to tolerate exposure to noisy conditions.Speech: Ability to be understood in face-to-face communications, to speak with a level of proficiency and volume to be understood over a telephone or computer.Upper Body Mobility: Ability to use hands to grasp, and manipulate small objects; manipulate fingers, twist and bend at wrist and elbow; extend arms to reach outward and upward; use hands and arms to lift objects; turn, raise, and lower head.Strength: Ability to lift, push, pull and/or carry objects which weigh as much as 5 or more pounds on a frequent basis. Incumbent may be required to physically restrain parties involved in a conflict.Environmental Requirements: Ability to encounter constant work interruptions; work cooperatively with others; work independently; work indoors.Mental Requirements: Ability to read, write, understand, interpret and apply information at a moderately complex level essential for successful job performance; math skills at a high school proficiency level; judgement and the ability to process information quickly; learn quickly and follow verbal procedures and standards; give verbal instruction; rank tasks in order of importance; copy, compare, compile and coordinate information and records.
