Job Title: Cost Control ManagerLocation: Smyrna GA , (Hybrid) 3 days onsite 2 days RemoteDuration: 6-Month Contract (Possibility of extension)Note: Client will not provide laptops or equipmentPosition SummaryThe Cost Control Manager will serve as a key member of the Client BioNexUS Project Control & Governance team, supporting the successful execution of a multi-billion-euro capital investment project.This role is responsible for ensuring effective cost management, forecasting, financial governance, and project controls across all project phases, including:Feasibility (GP0.1)Detailed Design (GP2)ConstructionCommissioning & Qualification (GP3)Project Close-Out (GP4)The position requires strong expertise in project controls, cost management, governance frameworks, and large-scale capital project execution within regulated industries such as pharmaceutical or biotech manufacturing.Key Responsibilities:Act as the primary liaison with Finance for invoice review, validation, and processing.Verify and reconcile project resource hours and contractor billings.Prepare and review monthly accruals with Finance teams.Collaborate with EPC/EPCM teams to develop project progress reporting metrics aligned with CLIENT standards.Generate monthly CPI (Cost Performance Index) analysis and reporting.Support project cost estimating activities as needed.Manage and mentor a team of 3+ staff members.Establish, maintain, and control project cost baselines aligned with CLIENT WBS/CBS standards.Lead monthly forecasting activities, including:Estimate at Completion (EAC)Estimate to Complete (ETC)Cash flow modelingVariance analysisValidate contractor estimates, BOEs (Basis of Estimates), and cost breakdown structures.Ensure compliance with AACE estimate classification standards.Manage Change Control financial impacts, contingency utilization, and funding alignment per Delegation of Authority (DOA) requirements.Coordinate with I2I teams regarding:CAPEX/OPEX alignmentAsset capitalization readinessFinancial risk assessmentsDevelop cost KPIs, dashboards, and executive governance reporting for leadership and Steering Committees.Ensure compliance with CLIENT Cost Management Guidance and maintain audit readiness.Required Qualifications:Bachelor's or Master's Degree in:EngineeringConstruction ManagementFinanceRelated field -10–20+ years of experience supporting large capital projects valued at €200M+.Pharmaceutical, biotech, or life sciences industry experience preferred.Strong expertise in:Project ControlsCost ManagementSchedulingRisk ManagementChange ControlExcellent analytical and problem-solving skills.Strong communication and stakeholder management abilities.Ability to influence and collaborate across global matrix organizations.Fluent English required; French is a plus.Technical SkillsStrong proficiency with:Primavera P6SAPOPCMicrosoft ExcelRisk Management ToolsCost Management ToolsChange Control SystemsCLIENT templates and governance processesPreferred Certifications:PMPPMI-SPAACE CCP / PSPEquivalent Project Controls certificationsPreferred Experience:Familiarity with:CLIENT Governance FrameworksProject Control Plans (PCP)Project Execution Plans (PEP)Delegation of Authority (DOA)Engineering Excellence Standards
