Role OverviewWe are seeking a highly skilled Database Modeler to support the data modernization and centralization of a statewide Health Management System. This role focuses on data modeling, Master Data Management (MDM), and Master Patient Index (MPI) implementation within a cloud-driven environment.The ideal candidate will bring strong expertise in data governance, data quality, and healthcare data standards, ensuring secure, accurate, and scalable data systems aligned with compliance requirements.Key ResponsibilitiesDevelop and maintain a comprehensive data dictionary, including data definitions, naming standards, and version control processesIntegrate data standards into the Software Development Lifecycle (SDLC) for consistency across teamsProvide subject matter expertise in Master Patient Index (MPI) design and implementationEvaluate existing system architecture and design cloud-based MPI solutionsCollaborate with stakeholders to cleanse and standardize patient data, resolving duplicates and inconsistenciesApply Master Data Management (MDM) rules for data matching, merging, and record linkingDefine and implement data governance policies ensuring quality, security, and compliance with HIPAAConduct data quality assessments to identify gaps, redundancies, and inconsistenciesEstablish data lineage, validation, and deduplication strategiesSupport cloud migration and HMS centralization initiativesEnsure compliance with all data security and confidentiality standardsScope of WorkDeliver hands-on data modeling and MDM solutions for healthcare system modernizationDesign and implement a cloud-based Master Patient Index (MPI)Build and maintain enterprise-level data governance frameworksWork closely with cross-functional teams (technical + business)Ensure alignment with modernization and cloud transformation goals while maintaining strict compliance standardsRequired SkillsStrong expertise in data modeling, data governance, and MDM frameworksExperience with healthcare data systems and patient data managementKnowledge of data quality, deduplication, and data lineage conceptsAbility to analyze complex data environments and provide practical solutionsStrong communication skills to translate technical concepts for business usersExperience working in structured SDLC environmentsHigh attention to detail with strong documentation skillsPreferred QualificationsExperience with Master Patient Index (MPI) implementationsExposure to cloud platforms (AWS, Azure, or GCP)Familiarity with data governance tools and data quality platformsUnderstanding of healthcare interoperability standards (HL7, FHIR)
