NOTE: This position has the option towork remotely.Qualifications:Minimum of 15 year(s) of experience in Engineering Project Management withFacility Repair, Renovations, and Modernizations. OR BA/BS Degree in Engineeringor ArchitecturePreferred - Professional Registration for Engineering or Architect and/orProject Management Certification.Experience required with Windows, MS Word, MS Excel, MS PowerPointAdobe Writer, Outlook, Microsoft TeamsDuties:This position is within USDA Facilities Division (FD) supporting FD withmanaging facility projects at the Beltsville Agricultural Research Center (BARC)and building and Facilities projects (B&F) at various Agricultural ResearchFacilities (ARS) throughout the United States. The enrollee is expected tomanage projects through initial stages to completion/closeout of construction.These stages include concept planning, development of full biddable engineeringdesign/construction packages ready for contract procurement and technicaladministrative support of the project. Work is conducted closely with BARCstaff, ARS staff, ARS FD, ARS Head Quarters, US Army Corps of Engineers (USACE),ARS Location personnel and various contractors to develop and manage projectswithin ARS guidelines and procedures. The enrollee shall not sign federaldocuments, authorize the use of federal funds, nor initiate or conduct federallyfunded research projects. The enrollee shall notmake decisions on federally based research on behalf of Government policymakers, and the enrollee shall not supervise any Government employees.Coordination of various B&F projects with ARS Facilities Division, ARS HeadQuarters, US Army Corps of Engineers (USACE), and various contractors. 30%Develop full Architect-Engineer (A/E) design packages to include ProjectRequirements Document (PRO) and Independent Government Cost Estimates (IGCE) forvarious BARC projects. 30%Provide engineering construction management support for assigned projectsand on occasion other locations when needed. The construction tasks includereview and recommendation of administrative and material submittals, monitorcontract schedules, review contractor requests for information, andparticipation in construction progress meetings. 20%Provide engineering design management support for all assigned projects.
