Duties
Help
Plans work to be accomplished by subordinates, sets and adjusts short/long-term priorities, and prepares schedules for completion of work.
Plans, develops and directs cross-functional comprehensive TW resource planning and programming processes.
Leads or participates in the development, coordination, and approval of numerous TW informational documents (briefings, bullet background papers, spreadsheets, etc) in response to Higher Headquarters or Congressional staffer taskings.
Leads and participates in resource studies to improve Wing and Group organizational direction and focus.

Qualifications

SPECIALIZED EXPERIENCE: Applicants must have at least 1 year (52 weeks) of specialized experience at the next lower broadband NH-03, equivalent to the next lower grade GS-13 or equivalent in other pay systems. Specialized experience is experience in serving as the Chief of Plans and Programs Business Operations Section developing, directing, the Test Wings Planning, Programming, Budgeting, and Execution (PPBE) processes.
NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
Ideal Candidate
2-4 years of experience leading teams, delegating tasks, setting priorities, and contributing to performance feedback processes
4-6 years of hands-on experience developing Program Objective Memorandum (POM) inputs, Financial Plans, and Unfunded Requirements (UFR) submissions
4-6 years of applied knowledge in O&M and RDT&E funding structures, manpower categories, MILCON processes, MRTFB requirements, and facility sustainment planning
2-4 years of experience developing and presenting detailed proposals, briefings, and informational documents to senior leadership, Command, and Higher Headquarters
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of DoD, USAF, AFMC, AFTC and 412th Test Wing mission, functions, processes, policies, and objectives to include how they interrelate with other program areas.
Substantial skill in leading strategic and execution year Test Group and Test Wing resource management processes, involving funding, manpower, facilities, and aircraft. Substantial expertise with preparing and defending Test Group and Test Wing POMs and Financial Plans (FINPLANs).
Substantial skill in establishing and maintaining effective relationships with widely diverse individuals and organizations, as well as communicating effectively, both orally and in writing.
Ability to plan, organize, direct the functions, mentor, motivate, and appraise the staff directly and through subordinate supervisors.
Demonstrated skill in written and oral presentation of critical issues and recommendations to Wing and Group senior leaders.
Ability to apply a wide range of management and program analyst concepts, principles, and practices to difficult and complex work assignments, using innovative means, as applicable.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.
You will receive credit for all qualifying experience, including volunteer experience.
