The Workforce Development and Continuing Education Director is responsible for managing the day-to-day internal and external operations of the Workforce Development and Continuing Education department, including but not limited to community relations, student support, facilities management, event coordination, course development, scheduling, and marketing. The Director also manages and coordinates all activities that support student success at all CBC sites, including: preparing/administering budget, strategic planning, verifying course/room schedules, advising/registration functions, business office functions, and support service functions (Library and Testing services). The Director is also responsible for overseeing continuing education partnerships with the Federal Correctional Institution (FCI), the Texas Department of Criminal Justice (TDCJ), and Goodwill.
To market and coordinate continuing education trainings by developing and implementing curricula for various courses, programs, and activities. Must possess organizational and planning skills; communication skills; coordinating all aspects of workforce education courses and various programs; and managing, overseeing, and advising of instructors.
Job Duties and Responsibilities:
Serve as CBC representative to the service area by developing and maintaining partnerships with local businesses, industries, governments, and educational entities, and creating Continuing Education courses/programs that the local community deems necessary for the area.
Planning, assigning, and directing work, evaluating employee performance, disciplining employees, and addressing complaints and resolving problems.
Assist with the negotiation and preparation of any grant proposals and applications, agreements, and contracts with local, state, and federal agencies as needed.
Prepare an annual Program Review for the Workforce Development and Continuing Education.
Maintain the confidentiality of student records in compliance with the Family Educational Rights and Privacy Act.
Participate in college-wide strategic planning processes to provide leadership and accountability for division unit planning and outcomes.
Ensure compliance with THECB, WECM, SACSCOC, programmatic accreditors, and other regulatory agencies.
Sell, coordinate, and develop the assigned workforce area courses, programs, trainings, and activities.
Organize and seek sites for practicums/internships as required by the assigned workforce area programs and articulate contracts for the sites.
Seeks contract training based on industry and community needs.
Develop innovative and entrepreneurial partnerships to leverage college resources.
Serves as a liaison with area employers, industry professional organizations, advisory boards, potential students, and other groups to support communication flow.
Analyzes, develops, and implements community and industry needs for new courses and/or programs.
Applies and enforces federal and state policies in workforce and education; Submits and/or confirms all coursework with relevant state agencies, credentialing, and accreditation organizations to ensure the approval of the certification or the course or program and required professional CEUs for license/certification and renewal.
Recruits, interviews, and hires CE Instructors, mentors, and tutors for each related field.
Negotiate instructor agreements and evaluate instructional delivery.
Oversees and conducts orientation, negotiates instructor agreements, and evaluates CE instructors, mentors, and tutors.
Ensures that all CE instructors have the proper credentials, licenses, required skills, and certifications/licenses up-to-date.
Conducts administrative tasks as required by the discipline (i.e., manages instructor payroll/time, orders books, collections, inventories of training items, and required paperwork to conduct a class).
Coordinates the logistics of the instructional delivery, mobile delivery, facilities, tools, equipment, and required resources, including labs needed to deliver and complete the course or program.
Proposal research, development, and submission for work source training.
Seeks ongoing improvement for efficiencies and for the reduction of costs to enhance CE students.
Recruits/advises CE students regarding the workforce and continuing education programs.
Monitors and evaluates the effectiveness and performance of the CE instructors and programs to ensure the quality and customer satisfaction, along with regulatory compliance, are in place. Participate in College IE processes.
Assist in creating and maintaining brochures, applications, web resources, and other program marketing materials.
Serves on business and community advisory boards and CBC committees.
Collaborates with CBC's various departments to integrate courses and opportunities for stackable credentials.
Assists in providing expertise for college grant funding in the workforce area.
May teach CE courses.
Other duties as assigned by the College President.
Minimum Qualifications:
Bachelor’s degree required from a regionally accredited institution of higher education. Minimum of 3 years’ administrative experience in an educational setting, work experience, or a combination of experiences. Self-starter, independent worker, connection to/presence in the local community, facilities management/project management skills, data-driven management style, solutions-oriented, excellent customer service skills, strong computer skills, and superior written and oral communication skills. Must possess the following required knowledge and collaborate with the industry and community, and obtain the capability to market and promote continuing education trainings and programs.
Preferred Qualifications:
Master’s degree preferred.
Minimum of 5 years’ administrative experience in an educational setting, work experience, or a combination of experiences.
Other Duties:
Will participate in the SACSCOC Compliance Report.
Will participate in Quality Enhancement Plan (QEP)
Will participate in college responsibilities such as the Institutional Effectiveness Committee, Task Force, etc.
Travel Requirements:
Travel within the service area is a requirement. Monthly travel from Beeville, other CBC sites, and locations both in- and out-of-district for trainings or meetings. Annual travel to state/national conferences.
Environment:
Work is generally performed in an office setting with frequent interruptions and changes in the workflow/volume depending on the time of the term. May require some outdoor work for CBC events.

Pay: $55,195.67 - $66,472.20 per year
