The school is a true community success story that has transformed the lives of thousands of students and their families, while breathing life back into a city that was once one of Philadelphia's most vibrant manufacturing suburbs.Job Summary: Responsible for managing, directing, and integrating broad, comprehensive financial services for the charter school, including planning, organizing, coordinating, presenting and implementing activities related to the charter school's budget, accounting, grants, procurement and risk management. The CFO shares responsibility to create and ensure the ongoing development of internal and external partnership capacities necessary to support an organization and is accountable for leading and managing the finance, accounting, compliance, and administration of the school. The CFO ensures that cost-effective operations and infrastructure are in place and properly managed to support the organization and its mission and will coordinate implementation of the financial concerns across all work streams and relevant departments.Essential Functions:Establishes, directs and supervises a system of control for budget execution and all financial accounting in the school districtEstablishes accounting systems, procedures and codes necessary to provide administrators with accurate financial data for the basis of formulating policies and decisionsPrepares the annual general fund budget in consultation with the education management company for the school based on information submitted by the staff and administrationResearches all sources of revenue for the school and assists administrators in preparing grant applications to secure new sources of revenuePrepares cost analysis reports concerning the operation of the schoolSupervises and maintains financial record keeping for all state and federal grant programs; prepares and submits all necessary reports including quarterly and final reports as may be required; processes claims for reimbursement as necessaryAssists in conducting annual audit of charter school records by answering questions, providing necessary data and information, preparing and reconciling work papers, and maintaining accurate and complete recordsSupervises the process of all reports related to the budgetPrepares monthly reports for General Fund and all other funds as necessary for Board approvalSupervises financial record keeping in accordance with state and federal laws and district policyReconciles school bank accountsReconciles school financial reportsSupervises and monitors preparation and distribution of all purchase orders; oversees all purchasing in the schoolCommunicates with the school solicitor on legal matters related to non-instructional issuesMaintains accounting records to comply with the chart of accounts required by the Pennsylvania Department of Education (PDE)Leads internal control environmentTracks key indicators such as cash, open receivables, employee headcount and open payablesPrepares cashflow projectionsOversees, directs, supervises and evaluates the Business Office staffAssists in the development and execution of in-service training program for the Business Office staffPerforms other related duties as assignedMinimum Requirements:Bachelor's in Business Administration or AccountingCertified Public Accountant (CPA) requiredIn depth knowledge of Generally Accepted Accounting Principles (GAAP) and Generally Accepted Governmental Accounting Standards (GAGAS)Ability to manage multiple projectsExcellent organizational skillsComputer proficiency in MS Office Suite and online researchMinimum 5 years supervisory experience, 10 years business experiencePennsylvania Criminal Record Check ClearancePennsylvania Child Abuse ClearanceFBI Criminal Background ClearanceDemonstrated Knowledge of:Charter school operations generally, and charter school financial operations specificallySchool business accounting and financial procedures (GAPP)Budget development and payrollStudent transportationComputer systems operations, including Powers School or its equivalentProcurement and inventoryDemonstrated ability to:Follow written and verbal directions and give direction to othersCreate and delegate assignmentsComplete assigned tasks with minimal supervisionRead, write, and perform complex computationsCompose clear, concise sentences and paragraphsOrganize office setting to efficiently accomplish tasksWork independently and make work-related decisionsExercise good judgement in prioritizing tasks, and directing staffCommunicate effectively at all organizational levelsNote: CCCS has the exclusive right to alter this job description at any time.
