The Project Manager (JV) is responsible for leading and delivering large-scale
heavy civil and mission-critical infrastructure projects executed through a
Joint Venture partnership. This includes transportation, water, and energy
infrastructure as well as site development and enabling works for hyperscale
data centers. This role oversees all aspects of project execution, including
coordination between JV partners, contract compliance, cost control, scheduling,
risk management, and stakeholder communication. The Project Manager ensures
alignment with JV agreements while driving project performance, safety, quality,
and accelerated delivery objectives typical of data center and other large
projects. This role would ideally sit in Atlanta, but we are open to operating
remotely out of another large Southern Metro area.
Essential Duties and Responsibilities
Project Leadership & Execution
Leads and supports business development efforts, including pursuit strategy,
proposal preparation, cost estimating, and preconstruction planning to position
projects for successful execution
Lead planning and execution of heavy civil and site infrastructure projects,
including highways, bridges, utilities, grading, and large-scale data center
campus development
Deliver projects safely, on time, and within budget
Develop and manage detailed execution plans that integrate civil,
structural, and utility scopes supporting mission-critical facilities
Joint Venture Coordination
Serve as the primary coordination point between JV partners, ensuring
alignment on scope, schedule, cost, and governance
Navigate differing partner systems, processes, and cultures to maintain
unified project delivery
Support JV governance processes, including executive reporting, approvals,
and financial structures
Contract & Commercial Management
Manage complex contracts, including design-build and EPC delivery models
common in both heavy civil and data center development
Oversee change management, claims, and dispute resolution
Coordinate procurement and subcontracting strategies, including long-lead
materials and equipment impacting critical path schedules
Financial Oversight
Monitor project financial performance, including cost forecasting,
productivity tracking, and cash flow
Ensure consistent cost reporting across JV entities
Manage budgets associated with large-scale earthwork, utilities, and
infrastructure tied to mission-critical facilities
Risk Management
Identify and mitigate risks related to accelerated schedules, permitting,
utility coordination, and evolving client requirements
Address risks associated with concurrent construction activities and
overlapping trades typical in data center projects
Ensure risk allocation aligns with JV and client contract terms
Stakeholder & Client Relations
Act as primary interface with owners, including public agencies and private
developers
Coordinate with utilities and third-party stakeholders
Maintain clear communication on schedule milestones, particularly for
applicable phased turnover
Safety & Quality
Enforce strict safety standards across multi-employer job sites
Ensure quality control for civil works supporting high-reliability
facilities, including foundations, underground utilities, and site systems
Team Leadership
Lead cross-functional teams from multiple JV partners, including field
operations, engineering, and project controls
Foster collaboration in high-pressure, schedule-driven environments
Build teams capable of supporting rapid mobilization and scaling typical of
large projects
Qualifications

Education and/or Experience
Bachelor's degree in civil engineering, construction management, or
related field is preferred; or equivalent combination of education and relevant
experience preferred
10+ years of experience in heavy civil construction or large-scale site
development
Experience delivering infrastructure for mission-critical or industrial
facilities (data centers, power, manufacturing) preferred
Prior joint venture experience strongly preferred
Proven success in fast-track or schedule-driven environments
Strong leadership in complex, multi-partner environments
Deep understanding of civil or site development, utilities, and
infrastructure coordination
Experience managing compressed schedules and phased project delivery
Financial and commercial acumen across large, complex projects
Strong communication and stakeholder management skills
Experience supporting hyperscale data center developments or large
campus-style projects
Familiarity with utility coordination, high-capacity power infrastructure,
and site readiness for mission-critical facilities
Experience with mega-projects ($100M+)
Background in claims management and dispute resolution
Must be willing and able to travel 75% or more of the time to support
business operations

Physical Requirements
