Job OverviewOPEN RECRUITMENTExecutive Service Position(This position serves at the pleasure of the Appointing Authority)The Maryland Department of Transportation, The Secretary's Office (MDOT TSO) is seeking to hire a strategic and operational practitioner with an integrated approach to serve as our HR Transformation Human Resources Business Partner (HRBP) (Administrator V). The HR Transformation HRBP (Administrator V) is responsible for planning, improving, and implementing changes to the policies, processes, and tools that define how Human Resources functions, enhancing both HR operations and the overall employee experience. The incumbent will integrate three core disciplines, project management, process improvement, and change management, to deliver end-to-end transformation of HR functions. This role will lead enterprise-wide initiatives that modernize and standardize HR practices across all modes, with an emphasis on efficiency and centralized solutions.This vacancy exists at MDOT TSO in the Office of Human Resources, which is located in Hanover, MD (Anne Arundel County). This position may allow a hybrid work schedule, including telework and on-site work hours.MDOT offers a generous and competitive benefits package.ResponsibilitiesConducting structured assessments of HR workflows, and tools to document current-state operations and identify inefficiencies, compliance gaps, redundancies, and unmet user needs.Staying up to date on best practices for key HR processes to support innovation focused on efficiency.Developing recommendations for updates, replacements, or new resources, coordinating with HRIS and IT partners to validate feasibility and effectiveness.Developing a change management strategy for each initiative that identifies impacted employee populations, assesses readiness and resistance risk, and defines engagement approaches tailored to each stakeholder group.Collaborating across modalities and departments to ensure alignment and ensuring key stakeholders are aware of upcoming and current initiatives.Administering organizational readiness assessments at key milestones to determine whether impacted employees and managers are prepared for implementation.Identifying resistance patterns and developing targeted interventions to address root causes and build sustained commitment to change.Coordinating with leadership to define project scope, objectives, deliverables and success criteria.Managing day-to-day project execution by tracking progress.Facilitating project team meetings and ensuring cross-functional coordination across HR functional areas, IT, and leadership.Identifying knowledge and skill gaps created by policy, process, and tool changes.Coordinating the development of training materials and delivery logistics.Evaluating training effectiveness through assessments and feedback collection.Preferred QualificationsEducation: Graduation from an accredited high school or possession of a high school equivalency certificate.Experience:Five (5) years of experience in administrative staff or professional work.Two (2) years of this experience must include leading enterprise initiatives focused on change management, process improvement, and/or project management that had a direct impact on employee operations.The ideal candidate will possess:The ability to assess current-state practices, identify gaps, and contribute to the design of future-state solutions.Experience supporting or leading organizational change, including stakeholder engagement, communication planning, and adoption support.Strong written and verbal communication skills.SHRM-CP, SHRM-SCP, PHR, SPHR, or equivalent HR certification is preferred; certification or training in change management, process improvement, or project management is a plus.Candidates may substitute 30 credit hours from an accredited college or university for each year up to four years of the required experience.Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and one year of experience in administrative staff or professional work for the required experience.Candidates may substitute the possession of a master's degree from an accredited college or university for the required experience.Candidates may substitute U.S. Armed Forces military service experience involving staff work related to the administration of rules, regulations, policies, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for-year basis for the required experience.Licenses & CertificationsNone.Employment EligibilityWE ARE AN EQUAL OPPORTUNITY EMPLOYER.
