DoD COST ANALYST

Job Description - Cost Analyst Overview The Cost Analyst will support CPE Aviation in providing rigorous cost analysis to a U.S. Army aviation customer. The analyst will deliver expertise in predicting, analyzing, and presenting cost data across procurement and sustainment activities for multiple aviation programs. Success in this role requires a strong foundation in cost-estimating principles, the ability to clearly communicate methodologies and assumptions to non-analysts, and demonstrated ability operating in a fast-paced, high-visibility environment alongside a blended government/contractor team in direct support of the warfighter. Key ResponsibilitiesDevelop, update, and maintain Life Cycle Cost Estimates (LCCEs), Program Office Estimates (POEs), and Independent Government Cost Estimates (IGCEs).Utilize ACEIT and Microsoft Excel to build, review, and validate cost models and analytical products.Support Cost Review Boards (CRBs), evaluate contractor cost performance reports and Earned Value Management (EVM) data, and defend cost positions to leadership.Assist in developing and updating the Cost Analysis Requirements Document (CARD).Prepare and maintain detailed cost documentation for all cost products, ensuring traceability, auditability, and compliance with DoD standards.Present and defend cost-estimating methodologies, assumptions, and results to senior leadership and CRB members.Translate technical system requirements into cost elements and develop Cost Estimating Relationships (CERs).Analyze historical learning curves, rate curves, and production data to inform estimating methodologies.Support development of Contractor Software Data Reporting (CSDR) plans.Contribute to Spend Plans and Program Objective Memorandums (POM), including funding profiles and cost requirements.Conduct cost-benefit analyses for assigned programs. Qualifications RequiredExperience generating LCCEs, IGCEs, Business Case Analyses, and Economic Analyses for DoD or federal programs.Strong analytical background with experience developing cost or pricing volumes for government contracts.Advanced proficiency in Microsoft Excel to support data analysis.Experience preparing detailed written reports and briefings suitable for senior military and corporate leadership.Knowledge of cost-analysis concepts such as learning curves, CER development, normalization, overhead rate analysis, production rate analysis, fixed/variable cost structures, and inflation treatment.Familiarity with DoD and Army acquisition policies and life-cycle management processes (e.g., DoDD 5000.01, DoDI 5000.02, DoDI 5000.73, AR 70-1). PreferredExperience using ACEIT 8.2 or other cost-estimating software tools.Bachelor's degree in a related field (e.g., Accounting, Finance, Economics, Engineering, Business, Mathematics).Experience supporting a U.S. Army Project Office, CPE Aviation, or other major defense acquisition program.
